본 연구의 목적은 우리나라 시군 기초자치단체를 커뮤니티로 보고, 커뮤니티 단위에서의 웰빙 수준을 측정하여 정책결정자들로 하여금 향후 커뮤니티 웰빙 수준을 향상시키기 위한 정책정보를 제공하는 것을 주요 목적으로 한다. 대도시의 구를 제외한 우리나라 시군의 커뮤니티 웰빙 수준을 중요도와 만족도로 구분하여 측정해 본 결과, 시군의 6개 자본별 평균 점수를 보면 시의 경우 중요도가 가장 높은 자본은 환경자본으로서 평균점수가 10점 만점에 8.59이고, 군의 경우에도 환경자본이 8.77로 가장 높게 나타나고 있다. 만족도가 가장 높은 자본으로서는 시의 경우에는 인프라 자본으로서 평균점수가 6.73으로 나타나고 있고, 군의 경우에는 환경자본이 6.87로서 가장 높게 나타나고 있다. 중요도와 만족도를 전체적으로 보면, 모든 자본에서 만족도가 낮고, 중요도는 높게 나타나고 있는 것을 알 수 있다. 정책적으로 중요한 시사점을 제시해 주는 IPA 분석에 의한 2사분면 포함 시군들은 개별 자본별로 상이하나 일부 시군들의 경우 2사분면에 여러 번 중복적으로 포함되고 있다. 개별 자본별로 2사분면에 포함되는 시군들은 지역주민들이 해당 자본에 대하여 만족도는 낮으면서 중요도는 높게 인식하고 있으므로 이 분야에 대한 대대적인 개선노력이 있어야 될 것으로 생각한다.

The main purpose of this study is to provide policy information for policy makers to improve the level of community well-being in the future by seeing the second-tier local government of Korea as a community and measuring the level of well-being at the community level. As a result of measuring the level of community well-being in cities and counties in Korea, excluding those in metropolitan cities, the capital with the highest importance in the case of cities is environmental capital, with an average score of 8.59. As for capital with the highest satisfaction, in the case of the city, the average score was 6.73, and in the case of the county, environmental capital was the highest as 6.87. Looking at the importance and satisfaction as a whole, it can be seen that satisfaction is low and importance is high in all capital. The research results show that some cities and counties are included in the second quadrant several times. The local governments included in the second quadrant for each individual capital need to recognize that local residents there have low satisfaction and high importance for the capital, so there should be a major improvement effort in this area.
