정부는 환경변화에 대응하고 새로운 사회문제를 해결하기 위하여 조직의 관리 과정과 제공하는 공공서비스에서 혁신을 추구한다. 본 연구는 우리나라의 정부 혁신이 어떤 방향과 기능을 중심으로 이루어지고 있는지 분석하였다. 먼저 미래 정부가 추구하는 상(像)으로 지능적, 민첩한, 글로벌 대응 정부의 세 가지 혁신 방향을 제시하였으며 UN의 정부기능분류를 활용하여 혁신의 기능적 범위를 분석하고자 하였다. 분석 대상으로는 행정안전부 정부혁신 1번가에 제시된 중앙 및 지방정부, 공사·공단 등 246개 기관의 514개 우수혁신사례를 활용하였다. 분석결과, 혁신 방향은 민첩한 정부와 관련한 사례가 가장 많았고, 기능은 일반 공공행정 및 사회 보호 분야에 해당하는 경우가 많았다. 본 연구는 탐색적 연구로 향후 혁신 정책의 방향과 기능 설정에 기여할 수 있으며, 혁신의 내용이 정부의 조직과정 및 공공서비스의 질 개선에 실질적으로 기여하고 있는지와 관련한 후속 연구가 필요하다.
