코비드-19 마스크 방역 정책과 약사, 약국의 역할최 현 규*ㆍ김 민 영**ㆍ유 효 선***ㆍ모 연 화****

요약: 마스크의 착용은 COVID-19 팬데믹 상황에서 감염 예방과 확산 방지를 위한 가장 중요한 예방 전략이다. 본 연구는 마스크 정책의 이행 주체로서 지역사회 약국과 약사의 역할에 주목하여 그들이 공중의 마스크 착용에 어떤 영향을 미쳤는지 논평하고자 한다. 한국 정부는 공중에 일관성 있게 마스크 착용을 강조하고, 마스크 수급 및 가격을 관리하였다. 또한, 지역사회 약국과 약사를 정부와 국민을 연결하는 허브로 방역정책에 활용하였다. 접근성이 높은 한국의 약국은 DUR 시스템을 활용하여 실시간 마스크 구매 이력을 관리하였고, 지역사회 약사는 공공 리더십과 전문성을 바탕으로 예방 활동과 마스크를 포함한 개인보호구의 올바른 사용법을 대중에 교육하였다. 팬데믹은 추후 언제든 발생할 가능성이 있으므로, 효과적인 감염병 예방 및 확산 방지 전략으로써 지역사회 약국과 약사의 역할을 인식하고 제도적 정립이 필요하다.

COVID-19 Mask Policy, Role of Pharmacists and PharmaciesHyungyu Choi, Minyoung Kim, Hyosun Ryu, & Yeonhwa Mo

Abstract: Wearing a mask has emerged as a critical prevention strategy under the COVID-19 pandemic. This study focuses on the role of community pharmacies and pharmacists as actors in implementing the mask policy, and intends to comment on how they affected the public's masks wearing. The Korean government consistently emphasized wearing masks in the public and controlled the price, supply, and demand for masks. The community pharmacies and pharmacists was effectively utilized by the government for pandemic management as a hub connecting the government and public. Korean pharmacies had high accessibility and engaged in real-time mask purchase history management through the drug utilization review system. Pharmacists educated consumers in the proper use of personal protective equipment, including masks, with their public leadership. Pandemics are likely to occur again in the future. Hence, establishing the role of community pharmacies and pharmacists should be considered as a pandemic prevention strategy.
