국제관계학에서 상위정치와 하위정치의 상호작용은 국제정치경제 혹은 세계정치경제라는 영역에서 폭 넓게 다루어져 왔다. 그렇지만 통상, 금융 그리고 투자와 원조에 대한 연구에 비해 국제정치의 핵심 주제인 ‘안보’와 ‘경제’ 사이의 상관관계에 대한 이론적, 역사적 연구는 상대적으로 그다지 풍부하지 않은 것이 사실이다. 그러나 최근에 많이 언급되는 ‘지경학’이라는 화두의 등장은 경제와 안보 사이의 상호작용을 본격적으로 고찰할 수 있는 기회를 제공하고 있다.

이 글은 개념적 검토와 역사적 고찰의 두 부분으로 나누어진다. 첫 부분에서는 지경학에 대한 논쟁의 시작과 전개 양상을 서술하고, 이 논쟁의 내용을 패러다임 내 논쟁과 패러다임 간 논쟁으로 나누어 살펴본 후에 논의를 정리할 수 있는 적절한 분석틀을 모색해 볼 것이다. 두 번째 부분에서는 이 분석틀을 냉전, 탈냉전/세계화, 그리고 탈·탈냉전의 시기에 각각 적용하여 그 특징적 양상을 관찰하고, 현재의 시기에 있어서의 이론적, 정책적 의미에 대해 생각해 보고자 한다.

지경학 논의는 학문적 연구와 더불어 실천의 대상이기도 하다. 하지만 한 국가의 구체적인 정책적 선택에 앞서 그 대상에 대한 이론적, 역사적 고찰이 선행되어야 한다는 것은 지경학에 있어서도 마찬가지이다. 이 글은 기본적으로 지경학을 안보와 경제가 수평적으로 상호작용하는 하나의 열린(open-ended) 과정으로 보고, 이에 대한 경제적 국가책략 수행의 의미를 강조하고자 하였다.
