국가들마다 서로의 이해관계가 얽혀있지만, 국제사회는 오랫동안 테러를 예방하고 테러조직을 궤멸시키기 노력해왔다. 그럼에도 불구하고 테러조직은 사라지지 않았다. 테러조직이 각국의 정보기관에 맞서서 진화한 것이다. 각국이 테러를 예방하고 신속히 대응하기 위해 전담조직을 신설하고 법률을 정비했지만 뚜렷한 효과가 나타나지 않고 있다. 오히려 드론과 같은 새로운 수단의 등장으로 테러의 위험성이 증가하고 있다. 또한 가상자산의 등장과 본격적인 대중화로 인해 테러조직의 자금원이 늘어나는 결과가 발생하고 있다. 우리에게 테러는 멀리 있는 것처럼 느껴지지만 언제 갑자기 눈앞에 다가올지 모른다. 코로나바이러스로 경험했듯이 이제 국가들은 정말 가까이 연결되어 있다. 국경이라는 물리적 관문이 있지만 그곳을 합법이든 불법이든 한번만 넘으면 모든 장벽은 사실상 사라진다. 사이버공간에서는 이러한 구분이 희박해지다 못해 사실상 사라졌다. 세계 누구나 다른 사람과 친구가 될 수 있고 적으로 만들 수도 있다. 우리는 불과 얼마 전과 전혀 다른 기술적 환경에 살고 있다. 이러한 기술을 누리는 것은 국가나 기업 또는 개인의 자유지만 이를 악용하는 테러범이나 테러조직을 상대하는 것은 여전히 국가의 책임이고 의무이다. 테러의 정의와 범위를 규정하고 있는 현재 테러방지법상 정의조항에 감염병 등과 같은 테러위협을 포함할 수 있도록 개정이 이루어지는 등 손질이 필요하다. 너무 늦지 않게 적절한 시기에 법제도가 뒷받침 되지 않는다면 기술이 우리에게 위협으로 다가올 것이다.

Countries have intertwined interests, but the international community has long worked to combat terrorism and destroy terrorist organizations. However, the terrorist organization did not disappear. Terrorist organizations have evolved against national intelligence agencies. Countries have established a dedicated organization and revised laws to prevent and respond to terrorism quickly, but with no apparent effect. Rather, the risk of terrorism is increasing with the advent of new means such as drones. In addition, the emergence and full-fledged popularization of virtual assets has increased funding for terrorist organizations. Terrorism seems far away from us, but we never know when it will strike us. Now countries are actually connected, just as we experienced the coronavirus. Borders have physical gateways, but once crossed, virtually all barriers, legal or illegal, will be removed. In cyberspace, this distinction has become blurred and has virtually disappeared. Anyone in the world can be friends with others or make enemies. We live in a completely different technology environment than we were just a while ago. While the enjoyment of such technology is the freedom of a state, corporation or individual, it remains the responsibility and duty of the state to deal with the terrorists or terrorist organizations that abuse it. It is necessary to revise the definition of the Anti-Terrorism Act, which stipulates the definition and scope of terrorism, to include terrorist threats such as infectious diseases. Technology will be a threat to us if it is not too late and the legal system is not backed up in a timely manner.
