연구 목적: 이 연구는 시리아 쿠르드운동과 관련해 압둘라 외잘란이 사용한 민주 자치의 이념과 수준을 알아보기 위한 것이다.

연구 방법: 인민이 정치권력의 직접적 행사자로서 자치적 절차와 결정에 대한 권한을 발휘할 수 있는 능력과 수준의 개념을 인민의 자치력으로 설정한 준거틀을 적용하여 로자바 사회협약의 내용을 분석했다.

연구 내용: 아나키즘 그리고 머레이 북친의 사회생태학과 코뮌주의에 대한 이론들을 검토했다. PKK가 자치단체의 수립을 목표로 하는 이념적 변화과정도 살펴보았다. 또한 로자바 민주연합체제의 수립과 특징을 살펴보았으며, 로자바의 민주자치 이념의 수준을 분석하였다.

결론 및 제언: 인민의 참여가 보장되고, 계발된 숙의의 정도가 있으며, 입법권 실현을 위한 제도가 마련되었으며, 공동체의 번영을 위한 공공선이 실천되고 있음을 알 수 있었다. 향후 로자바의 민주자치에 영감을 받은 튀르키예 쿠르드 그룹에 대한 지속적인 연구가 필요하다.

This study aims to investigate the ideology and level of democratic autonomy used by Abdullah Ocalan, concerning the Syrian Kurdish Movement. This study analyzed the details of the social pacts of Rojava, applying the frame of reference that set the concept of the people’s ability and level of the exhibition of the autonomous procedures and the right to decide as their self-governing power. This study examined anarchism and Murray Bookchin’s theories of Social Ecology and Communism. This study investigated the ideological change process in PKK to establish a self-governing body. In addition, this study examined the establishment and characteristics of democratic union system of Rojava and analyzed the level of the ideology of democratic autonomy of Rojava. It was noted that the people's participation is secured; there is a degree of developed deliberation; a system for the realization of legislative power is prepared; and public interests for common prosperity are practiced. It would be necessary to conduct continuous research on the Turkiye Kurdish group inspired by democratic autonomy in Rojava.
