본 논문에서는 유라시아의 민주주의 이행과 EU 민주주의 프로그램과의 연관성을 제시하고, 유라시아 국가의 EU 가입 가능성을 타진하고자 하는 목적을 갖고 있다. 이를 위해 유라시아에서의 민주주의 이행 상황을 검토하고 민주주의 이행이 부진한 이유를 제시하고자 한다. 또한 인권과 민주주의에 관한 EU 행동 계획, 민주주의를 위한 유럽 파트너쉽 등 EU 차원의 주요 민주주의 프로그램의 내용을 살펴보고 있다. EU는 민주주의의 일반 원칙과 필요 요건을 제시하면서, 이에 부합하는 EU 확장 정책의 가이드라인을 일관되게 적용하고 있다. 이를 통해 EU에서 요구하는 민주주의 및 기타요건을 유라시아 지역에서 EU 가입을 원하는 국가들이 갖추기까지는 상당한 시간이 걸릴 것임을 파악할 수 있다. 다만 우크라이나 전쟁 같은 외생 변수의 등장은 EU 가입을 촉진할 수 있는 요인이 될 수 있다는 점을 함께 지적할 수 있다. 우크라이나, 조지아, 몰도바 등 유라시아의 세 국가는 민주주의 제도 개혁을 꾸준히 시도하면서 법의 지배 원칙을 확립시키려는 노력을 지속한다면 시간이 걸리더라도 EU 가입은 가능하다고 보면서, 이같은 전망은 민주주의 경험과 법의 지배 전통이 없는 국가에서도 민주주의 이행 의지와 더불어 적절한 외부 압력이 작용한다면 민주주의 공고화가 가능하다는 것을 입증해 줄 것이다.
