벤담의 지적 상속인으로서 밀은 벤담의 공리주의를 비판적으로 계승·발전시켰다. 밀은 벤담의 쾌락주의를 수정하여 ‘세련된 심리적 쾌락주의’와 ‘질적 쾌락주의’로 발전시키고, 공리의 원리에 대한 간접적 증명을 통하여 공리주의에 대한 이론적 정당화를 강화하였다. 또한 그는 벤담의 외적 제재 이론을 ‘내적 제재’ 이론으로 보완하고, 공리의 원리에 ‘제재의 적절성’ 기준을 추가하여 공리주의 도덕의 기준을 더 분명하게 제시하였다. 밀은 공리주의에 대해서 제기되는 역직관성 반론을 해결하기 위하여 이차 원리로서 도덕 규칙의 중요성을 강조하고 공리주의 체계 안에 ‘정의와 권리’의 자리를 마련함으로써 상식 도덕과 조화를 이루는 공리주의 이론을 제시하였다. 나아가 그는 개인의 자유와 개성을 확보하기 위하여 법과 여론에 의한 제재가 정당하게 행사될 수 있는 범위를 ‘타인 관련 해악’으로 한정하였다. 밀은 결과주의 윤리 이론으로서 공리주의의 특징을 명료하게 밝히고 공리주의와 상식 도덕과의 조화를 꾀함으로써 공리주의에 대한 반감을 완화하였으며, 공리주의를 의무론, 덕윤리와 경쟁하는 대표적 규범 윤리 이론으로 자리 잡게 하였다.

As Bentham's intellectual heir, Mill critically inherited and developed Bentham's utilitarianism. Mill modified Bentham's hedonism and developed it into 'sophisticated psychological hedonism' and 'qualitative hedonism'. And he supplemented the theoretical justification for utilitarianism through indirect proof of the principle of utility. In addition, he complimented Bentham's theory of external sanctions with 'internal sanctions' and suggested the standard of utilitarian morality more clearly by adding the criterion of 'appropriateness of sanction' to the principle of utility. Mill emphasized the importance of moral rules as secondary principles to resolve the counterintuitiveness objection raised against utilitarianism, and put forward a utilitarian theory that harmonized with commonsense morality by providing a place for 'justice and rights' in the utilitarian system. Furthermore, to secure individual freedom and individuality, he limited the scope in which sanctions by law and public opinion can be legitimately exercised to 'harm to others'. Mill clarified the characteristics of utilitarianism as a consequentialist ethical theory, mitigated antipathy against utilitarianism by seeking harmony between utilitarianism and commonsense morality, and established utilitarianism as a prevailing normative ethical theory that competes with deontology and virtue ethics.
