이 연구는 코로나19 상황에서 새로운 유형의 교권침해가 발생함에 따라 Kingdon의 정책흐름모형을 활용하여 교권 보호 정책의 변동을 분석하는 것을 목적으로 한다. 분석의 기간은 코로나19 기간인 2019년부터 2022년까지의 기간을 설정하였다. 교권 보호 정책 관련 자료를 분석한 후 4년 동안의 교권 보호 정책에 대한 정책 문제의 흐름, 정치의 흐름, 정책 대안의 흐름을 확인하고 정책의 창이 열려 정책 산출로 이어졌는지 분석하였다.

연구 결과, 2019년과 2022년 2번 정책의 창이 열린 것으로 분석되었다. 1차 정책의 창은 2019년 학부모의 교사 사생활 침해 이슈로 열렸으며 이로 인해 교육청 수준에서 업무용 전화 지원 시범사업이 진행되었다. 2차 정책의 창은 2022년 수업 시간 도중 교탁 옆 바닥에 누워 선생님을 촬영하는 학생이 언론보도를 통해 크게 이슈화됨으로서 정책의 창이 열리고 정책활동가인 국회의원의 개정법률안 발의로 인해 「초·중등교육법」 개정으로 이어진 것을 확인했다. 분석 결과를 바탕으로 첫째, 교권 보호 정책에는 영향력 있는 정책활동가가 필요하고, 둘째, 교육활동 침해에 있어 사례중심의 예방 교육이 확대되어야 하며, 셋째, 학부모와 학생을 대상으로 하는 교권 보호 교육이 확대되어야 한다는 시사점을 도출하였다.

This study is to analyze the changes in the policy of protecting teaching rights through Kingdon's policy flow model as new types of teaching rights violations occur in the context of COVID-19. The period of analysis is set from 2019 to 2022, the period of COVID-19. After analyzing the data related to the teacher's authority protection policy, the flow of policy issues, political flow, and flow of policy alternatives on the teacher's authority protection policy over the past four years were checked, and whether the policy window opened to policy decision and execution.

As a result of the study, it was analyzed that the window of policy in 2019 and 2022 was opened. The first policy window was opened in 2019 as an issue of parents' invasion of teacher privacy, which led to a pilot project for business phone support at the level of the Office of Education. And it was confirmed that the second policy window opened in 2022 when students lying on the floor next to the school desk became a big issue through media reports, and the revision of the 「Elementary and Secondary Education Act」 led to the revision of the law by policy activist lawmakers. Based on the analysis results, first, influential policy activists are needed in the teacher's authority protection policy, second, case-based prevention education should be expanded in violation of educational activities, and third, teacher's authority protection education for parents and students should be expanded.
