본 논문의 목적은 우크라이나 전쟁의 원인을 제시하고, 우크라이나 전쟁을 결정하는 데 작용한 요인을 1979년 아프가니스탄 전쟁과 비교하는 데에 있다. 이를 위해 왈츠의 세 이미지 중 첫 번째 이미지는 상대적으로 설명력이 높은 것으로 판단하여 러시아의 지도자 푸틴 대통령의 인식이 우크라이나 전쟁에 미친 요인을 제시했다. 1979년 소련 지도부와 2022년 푸틴 러시아 대통령은 거의 같은 사고 구조 속에서 전쟁을 결정하는 반복성을 보였다. 그와 같은 유사점으로는 비현실적인 정치적 목표, 소규모 집단에 의한 토론과 결정, 국제 환경에 대한 낮은 인식, 낙관적인 성공 시나리오, 국제 정치 및 경제적 비용의 무시 등이 있다. 양자를 비교해보면 폐쇄적인 지배 엘리트 집단 내 논의구조와 의사결정, 지도자의 편견, 주변국으로의 세력권 형성을 위한 약소국 불법침략 등이 동등하게 전승되고 있음을 확인할 수 있다.

The purpose of this paper is to compare the causes of the Ukraine War and the factors that contributed to determining the Ukraine war with the 1979 Afghanistan War. To this end, the first of Waltz's three images was considered to be descriptive, suggesting the factors that Putin's perception had on the war in Ukraine. Soviet leadership in 1979 and Russian President Putin in 2022 showed the repeatability of deciding war in almost the same thought structure. The similarities include unrealistic political goals, discussions, and decisions by a small coterie, low awareness of the international environment, optimistic success scenarios, and disregard for international political and economic costs. In this paper, for comparing the two decision-making, it can be confirmed that the closed ruling elite's discussion structure and decision-making, the leader's prejudice, and the illegal invasion of vulnerable countries to form a sphere of influence in the neighboring countries are equally handed down.
