본 연구는 지역 SW산업진흥기관들의 상대적 효율성을 측정하고, 기관의 설립형태에 따라 효율성의 차이가 있는지를 통계적으로 검증하는 데 목적을 둔다. 이를 위해 8개의 TP 부설기관과 8개의 재단법인으로 구성된 16개 권역거점기관을 분석대상으로 삼고, DEA 방법론과 윌콕슨 순위합 검정을 활용하여 분석하였다. 효율성 산출을 위해 2019년부터 2021년까지 투입된 사업비와 인력규모를 투입변수로 사용하고, 기업인지도 향상, 신규고용 증가, 매출 상승을 산출변수로 사용하였다.

분석 결과, 지역 SW산업진흥기관들 사이에 상대적 효율성의 격차가 존재함을 확인할 수 있었다. 하지만 TP 부설기관과 재단법인 간 효율성 차이는 통계적으로 유의하지 않은 것으로 나타났다. 따라서 본 연구의 결과는 효율성 측면에 한해 공공사업 운영기관의 설립형태는 큰 고려대상이 아니라는 점을 시사한다.

The purpose of this study is to measure the relative efficiency of regional software industry promotion agencies and statistically verify whether there are efficiency differences based on their organizational forms. To do this, 16 hub regional industry promotion agency in upper-level administrative division, consisting of 8 TP-affiliated organizations and 8 non-profit corporations, are analyzed using the Data envelopment analysis (DEA) and the Wilcoxon rank-sum test. To calculate the relative efficiency, project expenses and workforce size from 2019 to 2021 as input variables, and improvements in corporate recognition, increase in new employment, and increase in sales were used as output variables. As a result of the analysis, it was confirmed that there was a gap in relative efficiency among regional software industry promotion agencies. However, the difference in efficiency between TP-affiliated organizations and non-profit corporations was found to be not statistically significant. Therefore, the findings of this study suggest that the organizational form of public project implementing agencies may not be a significant consideration, in terms of efficiency.
