본 연구는 국내 발레 분야 창작지원 관련 정책환경 및 지원실태를 분석하여 문제점을 도출하고 이를 통해 발레 분야 창작 활성화를 위한 개선 방안을 제안하는데 목적이 있다. 문헌고찰을 통해 국내 무용 분야 창작활성화 관련 법률 및 정책의 구조 등의 정책환경을 파악하고, 관련 기관별 예산 및 사업자료 분석을 통해 무용의 세부장르별 지원실태 분석을 수행하였다. 그 결과, 공연예술진흥정책의 부재, 창작 및 유통 지원 사업의 분절성, 유통 지원 사업의 단순성이 개선되어야 할 문제점으로 드러났다. 발레 분야 지원실태 분석 결과, 창작 지원 사업에의 참여 저조, 교류 활동 침체, 유통 지원 사업에의 쏠림 현상 등이 문제점으로 드러났다. 이를 해결하기 위한 방안으로 기존 문화예술진흥사업과 연동된 공연예술진흥정책 수립, 창작 및 유통 지원 사업 간 및 추진기관 간 연계 및 협력, 유통 지원 사업 다변화 검토, 발레 분야 교류 활동 적극 지원 등을 제안하였다. 무엇보다 발레 분야와 관련한 정책-현장-교육 전문가들의 지속적인 논의와 협력이 중요함을 강조하였다.

This study aims to analyze the policy environment and support status related to Krean creative ballet, proposing policy improvements to enhance K-creative ballet. Through a literature review, the structure of laws and policies related to creative works in K-ballet activation. The study identified the current situation and derived the problems and improvement points of the policies. The analysis of legal and policy environments revealed issues such as the absence of policies for promoting performing arts, fragmentation of support projects for creation and distribution, and the simplicity of distribution support projects that need improvement. The analysis of support status in the ballet field revealed problems such as low participation in support policy projects, stagnation of creative and exchange activities, and concentration in distribution support projects.

As conclusions, the study suggests formulating performing arts promotion policies integrated with existing cultural and arts promotion policy projects, enhancing coordination and collaboration between creation and distribution support policy projects and their implementing agencies, considering diversification of distribution support projects, and actively supporting ballet-related exchange activities. Above all, the study emphasizes the importance of continuous discussions and collaboration among experts in the policy, field, and education sectors to realize these proposals.
