(연구배경 및 목적) 우리나라 국토의 약 70% 면적이 구릉지로 형성되어 있다. 그중 서울은 31% 면적이 구릉지로 형성되어 있으며 약 1,000만 명의 높은 인구밀도의 도시구조를 가지고 있다. 구릉지의 지리적 특성상 지하철과 같은 인프라 설치가 어려우며 건축과 보행의 제약요소가 많아 도시의 질적 성장에 한계가 존재한다. 구릉지는 이런 질적 성장의 한계로 대중교통시설과의 접근성이 저하되며 저층주거 밀집의 형태로 공개공지의 면적 또한 확보하기가 어려워 이동편의가 낮은 지역에 속한다. 우리나라는 초고령화 사회의 진입을 앞두고 있으며 고령자는 신체노화로 인한 보행기능 저하와 보행특성 변화로 인해 사회활동 범위가 축소되는 등 어려움을 겪고 있다. 이런 문제는 구릉지를 주거지역으로 살아가는 고령자에게 더욱 가중된 불편을 야기하고 있으며 평지에 거주하는 인구보다 높은 이동성의 제약을 받으며 이것이 고령자의 이동불균형을 발생시킨다. 본 연구는 구릉지에 거주하는 고령자의 교통시설과의 접근거리를 바탕으로 소외된 이동취약지역을 도출 및 분석하고자 한다. (연구방법) 공공데이터에서 확보할 수 있는 서울시 내 고령자 인구분포, 대중교통시설 위치 정보 등을 토대로 GIS프로그램을 활용하여 공간데이터를 구축한다. 데이터를 바탕으로 각 구릉지 내 고령자의 인구밀도가 높으며 대중교통 접근성이 낮은 지역인 ‘이동취약지역’을 도출하여 서울시 내 이동취약지역의 특성과 현황을 분석한다. (결과) 서울시 내 구릉지 내 고령인구가 밀집하고 대중교통의 접근성이 취약한 이동취약지역이 총 51곳이 도출되었으며 해당 지역 내 거주 고령인구는 16,773명으로 분석되었다. 서울시 자치구 25개 중 17개 자치구에 이동취약지역이 도출되었으며 가장 많은 이동취약지역을 보유한 자치구는 관악구로 총 9곳 2,418명이 거주하는 것으로 나타났다. (결론) 향후 초고령화 사회의 진입과 고령인구의 지속적 확대는 구릉지를 이용하는 인구의 증가로 연결되며 미래 사회의 고령인구의 경제·문화·사회활동의 장애요소로 작용되어 사회적 고립을 야기할 수 있다. 본 연구는 교통약자의 대표적인 계층인 고령자의 이동취약지역과 수를 분석하여 이를 바탕으로 구릉지 내 교통약자의 이동권 개선에 필요한 근거자료를 마련하고 향후 장애인, 임산부, 영유아 등의 교통약자를 대상으로 하는 연구로 확대됨과 동시에 구릉지 내 이동취약지역을 위한 정책적 제언을 하고자 한다.

(Background and Purpose) Approximately 70% of South Korea's land consists of hilly areas, with Seoul comprising 31% of hilly terrain and hosting a high population density of around 10 million people. The geographical characteristics pose challenges for infrastructure development, limiting qualitative growth in the city. This results in reduced access to public transportation and limited open public spaces in low-density residential areas, contributing to low mobility. With Korea on the brink of an ultra-aging society, the elderly face decreased social activities due to aging-related walking impairments. This exacerbates the challenges for elderly individuals living in hilly terrain compared to those in flat areas, creating transportation imbalances among the elderly. The study aims to identify and analyze marginalized Transportation Vulnerable Areas based on the access distance to transportation facilities for the elderly residing in hilly areas. (Method) Utilizing public data on the distribution of the elderly population and the location information of public transportation facilities within Seoul, spatial data will be constructed using GIS programs. Areas with high elderly population density and low accessibility to public transportation, referred to as "Transportation-Vulnerable Areas," will be identified and analyzed. (Results) A total of 51 transportation-vulnerable areas were identified within hilly terrain in Seoul, with a total analyzed elderly population of 16,773 residents. Transportation-vulnerable areas were identified in 17 out of 25 autonomous districts in Seoul, with the district of Gwanak-gu having the highest number of transportation-vulnerable areas, totaling 9 areas with 2,418 residents.(Conclusions) The impending ultra-aged society and the expanding elderly population are associated with the increasing use of hilly terrains, potentially hindering the economic, cultural, and social activities of the future elderly population and leading to social isolation. This study analyzes the quantity and distribution of Transportation Vulnerable Areas among the elderly, providing empirical evidence for improving their mobility rights within hilly terrains. The study's scope is intended to expand to include research targeting other transportation-disadvantaged groups, such as people with disabilities, pregnant women, and infants, along with policy recommendations specifically addressing Transportation Vulnerable Areas.
