이 연구의 목적은 완도군립도서관의 복합문화도서관 이전 건립 타당성을 조사하여 분석하는 데 있다. 이를 위해 입지적 타당성, 관련 법률, 상위 계획 및 관련 계획, 설문조사를 포함한 정책적 타당성과 편익-비용 비율법(B/C)을 적용한 편익 산정과 경제적 파급효과를 포함한 경제적 타당성 결과를 살펴보았다. 분석 결과, 정책적 타당성은 확보된 것으로 나타났으나 경제적 타당성은 미흡한 것으로 나타났다. 그러나 복합문화도서관 이전 건립으로 인해 사회적 편익이 발생하고 파급효과가 산출되었기에 완도군 공공도서관의 복합문화도서관 이전 건립의 타당성을 확인할 수 있었다. 이 연구의 결과는 복합문화공간으로서의 도서관 건립 추진 사업을 준비하는 데 유용한 자료가 될 수 있을 것이다.

The purpose of this study is to investigate and analyze the feasibility of relocating and building the Wando-gun Library into a multicultural library. For this purpose, the results of policy and economic feasibility, including locational feasibility, related laws, high and related plans, and surveys wereexamined. As a result of the analysis, it was found that policy feasibility was secured and economic feasibility was insufficient, but it is judged that some of it was secured because the ripple effect was calculated by the occurrence of social benefits. The results of this study can be useful data to prepare for a project to promote the construction of a library as a multicultural space.
