본 연구는 스페인, 빌바오의 도시재생 사례를 통하여 중남미발 자연의 권리 확산에 함께하며 바스크지역 중심으로 변하는 스페인의 생태중심주의 흐름을 분석하는 것을 골자로 한다. 빌바오 도시재생 사업의 성공은 바스크지역의 도시개발 및 산업 발전 노선 전환에 크게 기여하며 생태, 자연, 인간 간의 균형잡힌 발전과 변화가 결코 불가능한 것이 아님을 보여주는 모범 사례로 자리 잡았다. 빌바오의 재생과 산업전환 방식은 바스크지역 전역으로 확산하여 ‘한강의 기적’보다도 널리 알려진 ‘빌바오 효과’라는 상징어를 탄생시키기에 이르렀다. 나아가 이러한 추세에 맞춰 얼마 후 스페인에서는 마르 메노르(Mar Menor) 석호와 그 유역의 ‘존재, 지속 및 재생의 권리’를 인정하는 법을 공표하기에 이르렀다. 자연재해를 딛고 일어선 빌바오와 한국전쟁이라는 재액을 딛고 일어선 대한민국은 바닥을 친 후 전화위복한 유사한 사례로 볼 수 있지만, 양측이 목표하고 도달한 현실은 많이 달라 보이며, 한국의 경우 자연의 권리에 대한 이해와 지구법학에 대한 개념의 확산은 여전히 제자리걸음을 하고 있다. 본 연구는 이러한 차이가 어디에 기인하고 또 어떠한 요소의 유무가 전환의 핵심이 되었는지를 알아본다.

This study aims to analyze the trend of ecocentrism in Spain, centered on the Basque region, by examining the case of urban regeneration in Bilbao and its contribution to the spread of rights of nature in Latin America. The success of the urban regeneration project in Bilbao has significantly contributed to a shift in the development and industrialization trajectory of the Basque region, serving as a model case demonstrating that balanced development and change among ecology, nature, and humanity are achievable. The regeneration and industrial transition approach in Bilbao has spread throughout the Basque region, giving rise to the symbolic term 'the Bilbao Effect,' which is more widely known than the 'Miracle of the Han River' in Korea. Following this trend, Spain later proclaimed a law recognizing the 'right to existence, persistence, and regeneration' of the Mar Menor lagoon and its watershed. While Bilbao's resilience after natural disasters and Korea's recovery from the Korean War can be seen as similar cases of overcoming adversity, the goals and achievements of both sides appear to be quite different. The study seeks to identify the key factors influencing the transition and explore the difference between the two.
