연구목적 본 연구는 우리 화장품 법령에서 규정하고 있는 기능성화장품 관리제도를 분석하고 중국과 동남아시아의 화장품 관리제도를 살펴보고 우리와 비교하여 우리 화장품 관리제도의 개선책을 모색한 연구이다. 연구방법 연구방법은 문헌중심 연구로 우리 화장품 법령과 동남아시아의 화장품 법령을 비롯하여 우리와 동남아시아의 화장품 정책과 화장품 관리제도를 비교 분석한 연구이다. 결과 우리와 중국을 제외하고 동남아 다수의 국가는 사후관리 체제를 채택하여 우리와는 제조 유통 등 화장품 관리 전반에 걸쳐 차이점이 많고, 급변하는 세계시장에 적응하고 수출을 증대하기 위해서는 효율적이지 못하다. 결론 현재의 사전 심사제도는 소비자나 화장품 기업을 위한 제도가 되지 못하고 정부와 기업 모두에게 비용을 증가시키고 시간만 낭비하는 제도로 볼 수밖에 없다. 따라서 기능성화장품 폐지하는 것이 화장품 기업에 도움이 되고 K-뷰티의 위기를 벗어나고 수출 증대를 위해 필요할 것이다.

Purpose This study analyzes the functional cosmetics management system stipulated in our cosmetics laws in detail, examines the cosmetic management systems of China and Southeast Asia, and analyzes whether there are any negative factors Korean cosmetics improvement measures. Methods The research method is a literature-oriented study that compares and analyzes our cosmetics laws and Southeast Asian cosmetics policies and cosmetics management systems, as well as our cosmetics laws and Southeast Asian cosmetics laws. Result Excluding Korea and China, many countries in Southeast Asia have adopted a post-sale management system, so there are many differences with us in the overall management of cosmetics, including manufacturing and distribution. Conclusion The current pre-examination system cannot be a system for consumers or cosmetics companies, but is bound to be seen as a system that increases costs and wastes time for both the government and businesses. Therefore, abolishing functional cosmetics will be necessary to help cosmetics companies, get out of the crisis of K-beauty, and increase exports.
