Culture and Arts facilities require creative and complex cultural management based on artistic excellence to maximize operational autonomy and management without losing publicity. In order to maximize operational autonomy and management, securing stable finances is the first priority. National and public culture and arts institutions in Korea are operated in the form of responsible operating institutions, businesses, entrusted operating institutions, and special corporations. In the case of museums, the cultural responsible operating institution system is introduced to improve management autonomy and financial independence. In this paper, we intend to present domestic implications by analyzing the cases of Japan and France, where the government has led the development of cultural policies just like in Korea. Among cultural and artistic institutions, we would like to present policy implications by analyzing what kind of trial and error and successful cases are abroad for museums operated by designated managers and independent administrative corporations.
