본 연구는 양천구 입양아 학대 사망 사건을 중심으로, 보호자의 사회적 자본이 사회복지서비스 이용에 미치는 부정적 영향을 탐색하는 사례연구이다. 사회적 자본 이론을 적용하여, 사회복지서비스 운영에서 보호자의 무형 자본이 어떻게 아동과 같은 취약 이용자의 권리와 선택을 제한하는지를 분석하였다. 연구 방법으로는 텍스톰(Textom)을 활용한 빈도분석과 문헌 분석을 시행하였으며, 이를 통해 경찰, 어린이집, 입양기관 같은 주요 주체들이 학대 사건 처리과정에서 보호자의 사회적 자본에 의해 아동의 선택권이 제한되는 구조적 문제를 밝혀냈다. 연구결과, 사회적 자본이 보호자 중심의 서비스 운영을 촉진하여 아동의 권리가 충분히 보호되지 못하는 상황이 발생함을 확인할 수 있었다. 특히, 입양기관과 경찰은 아동보다는 보호자와의 네트워크와 신뢰를 중시하며, 아동의 이익이 보호되지 못하는 결과를 초래하였다. 반면, 어린이집은 상대적으로 아동의 의사를 중심으로 개입하였으나, 사회적 자본의 불균형으로 인해 서비스 제공에서 제한된 역할을 수행할 수밖에 없었다. 본 연구는 사회복지서비스에서 보호자와 이용자 간 사회적 자본의 불균형이 서비스의 왜곡을 초래할 수 있음을 시사하며, 이를 보완하기 위한 제도적 개입과 권리옹호 시스템의 강화가 필요함을 강조한다. 이를 통해 향후 사회복지서비스에서 이용자 중심의 운영이 실질적으로 구현될 수 있는 방안을 제시하고자 한다.

This study explores the negative impact of caregivers' social capital on the use of social welfare services through a case study of the child abuse death incident in Yangcheon-gu. By applying social capital theory, the study analyzes how caregivers' intangible capital restricts the rights and choices of vulnerable users, such as children, in the operation of social welfare services. The research methods involved frequency analysis and literature analysis using Textom, revealing the structural issues where children’s choice rights were limited due to caregivers’ social capital during the handling of abuse cases by key actors such as the police, daycare centers, and adoption agencies. The results showed that social capital facilitated a caregiver-centered service operation, leading to situations where children's rights were inadequately protected. Specifically, adoption agencies and the police prioritized their networks and trust with the caregivers over the children's interests, resulting in inadequate protection of the children. In contrast, daycare centers intervened relatively more in line with the children's interests, but were still constrained in their role due to the imbalance of social capital. This study suggests that the imbalance of social capital between caregivers and users in social welfare services can distort service delivery, highlighting the need for institutional interventions and the strengthening of advocacy systems. These measures aim to provide concrete solutions for realizing user-centered service operations in social welfare services in the future.
