초록보기

(연구배경 및 목적) 온실가스 배출 증가는 전 세계 평균 기온을 상승시키고, 대한민국 또한 전국적으로 극심한 지구 온난화를 경험하고 있다. 이는 단순히 덥고 습한 날씨를 넘어 국지적으로 단시간 내 많은 양의 강한 비가 내리는 현상인 집중호우로 연결되고, 특히 최근에는 도깨비 장마나 스텔스 장마라는 용어까지 등장함으로써 관련 피해에 대한 대책 마련이 시급한 실정이다. 따라서 본 연구는 홍수 문제를 해결하고자 수립된 독일 하노버 지역의 디자인 제안의 구체적인 계획 내용을 중심으로 집중호우에 대응하는 공간디자인 방안과 시사점을 도출하는 것에 목적이 있다. (연구방법) 이론적 기반 형성을 위해 선행연구 검토를 진행함으로써 디자인 필요성과 기본방향을 우선적으로 정립함과 동시에 대상지 검토 및 현장조사를 실시하였다. 또한 GIS 기반 공간패턴을 확인하고자 대상지의 집중호우 사례 및 홍수 시나리오를 시각화한 결과와 함께 분석하였고, 대상지 내 주요시설 현황 및 잠재력에 관해 논의하였다. 이를 토대로 도출된 시사점을 중심으로 집중호우에 대응한 공간디자인 계획을 수립하였고, 총 세 가지의 구체적 실행계획을 제안하였다. (결과) 본 디자인 결과로 빗물에 대한 대상지 내 일시적 저장과 배출 기능의 계획안을 제시함과 동시에 회복력을 목표로 한 전략 수립 방안이 도출되었다. 구체적으로 제시된 실행계획은 단시간 내 상황을 대비한 물 저장 공간 마련 계획과 대장지 내·외부를 연결하는 배수로 확보 계획, 그리고 지역주민 차원의 지원 전략 수립 계획으로 구분된다. 무엇보다 각 실행계획 내 요소 간 연계 정도에 따라 집중호우에 대응한 공간디자인 계획은 실질적 효과를 도모할 수 있고, 특히 지역주민 차원의 지원 전략 수립은 공간디자인의 이해당사자가 지역사회 내 모든 구성원에 해당된다는 점을 상관관계 분석을 통해 확인할 수 있었다. (결론) 도시화가 지속적으로 진행될수록 집중호우와 같은 기후위기 현상은 앞으로도 계속될 것이다. 특히 다양한 분야와 융합하면서 새로운 공간을 창조하고, 실내에서부터 도시공간에 이르는 공간디자인 영역에서는 지역사회 차원의 지속가능성을 도모하고, 이를 통해 긴급 상황에 대응하는 회복력을 마련할 수 있다는 점에서 다양한 디자인 계획 및 결과를 기대할 수 있다. 따라서 현대사회가 직면하고 있는 심각한 기후위기의 대응방안 마련이 시급한 현 시점, 본 디자인의 프로세스 및 결과는 국내 여러 도시에서 참고할 수 있는 디자인 사례가 될 것이라 예상한다.

(Background and Purpose) The increase in greenhouse gas emissions is causing a rise in global average temperatures, and South Korea is experiencing severe climate change across the country. This phenomenon goes beyond simply hotter and more humid weather; it has led to localized, intense rainfall events known as heavy downpours. Recently, terms like goblin rain and stealth rain have emerged, highlighting the urgent need for measures to address the associated damages. Thus, this study aims to draw insights and spatial design strategies for addressing flooding by focusing on the specific plans of a design proposal established in the Hannover region of Germany. (Method) A theoretical foundation was formed through a review of previous studies, establishing the necessity and primary direction of the design. Field surveys and reviews of the site were conducted. The study also analyzed the results of visualized heavy rainfall cases and flood scenarios within the site based on GIS spatial patterns. Discussions were held regarding the current status and potential of critical facilities within the site. Based on these discussions, insights were derived, and a spatial design plan for heavy rainfall was established, proposing three specific implementation plans. (Results) The design results include a plan for temporary storage and discharge of rainwater at the site and a strategy for resilience. Specifically, the execution plans are divided into three: a plan to create water storage spaces for immediate circumstances, a plan to secure drainage connecting the inside and outside of the target site, and a plan to establish support strategies at the community level. Most of all, the effectiveness of the spatial design plan for responding to heavy downpours can be significantly influenced by the degree of connectivity among the various elements within each action plan. In particular, establishing support strategies at the community level has been confirmed through correlation analysis, demonstrating that all community members are stakeholders in the spatial design process. (Conclusions) As urbanization progresses, phenomena like heavy rainfall will continue. In particular, by integrating with various fields to create new spaces, it is possible to promote sustainability at the community level within spatial design, ranging from interiors to urban spaces. This approach enables the development of resilience in response to emergencies, allowing for the anticipation of diverse design plans and outcomes. Given the urgent need to address the severe climate crisis facing modern society, the processes and outcomes of this design can serve as a reference for various cities in Korea, offering promising design plans and results.
