2023년 한국의 합계출산율이 0.72명으로 기록되면서 '인구 소멸 1호 국가'가 될 것이라는 비관적인 전망까지 나오고 있다. 출산율의 급격한 감소로 인해 인구가 감소하고 지역이 소멸하며 산업 내 고급 인재 부족과 같은 심각한 인구학적 도전에 직면한 상황에서 한국 정부와 각 지자체는 외국인 유학생의 역량을 활용하여 이러한 문제를 완화하고자 각종 정책을 쏟아내고 있다. 본 연구는 정부출연연구기관에서 석‧박사과정 학생으로 수학 중인 외국인 유학생들을 대상으로 국내 취업 촉진 활동 및 취업 지원체계의 중요성과 실행 정도 차이를 Importance-Performance Analysis(IPA) 방법론을 사용하여 분석하였다. 분석 결과, '지도교수의 추천'과 '산학협력 프로젝트'가 가장 중요한 취업 촉진 활동으로 평가되었으며, 취업 지원체계에서는 연구자를 위한 ‘유연한 비자 제도’와 ‘출입국 절차의 간소화’ 항목이 중요하게 인식되었다. 또한 외국인 유학생의 거주 지역 및 출신 국가에 따라 중요도와 실행도 간 인식 차이가 있어, 거주 지역 및 출신 국가에 맞춤화된 고용 활성화 전략이 필요하다는 것을 발견하였다. 본 연구는 U대학원대학교에 재학 중인 이공계 외국인 유학생들로 한정되어 연구 결과의 일반화에 제한이 있어 향후 연구에서는 과학기술 특성화대학 및 거점국립대학의 외국인 유학생까지 포함한 확장된 연구가 필요하다. 또한, 외국인 유학생의 고용 활성화에 영향을 미치는 국가별, 문화적 배경 및 경제 조건을 종합적으로 고려하여 외국인 유학생들의 취업 지원체계에 대한 기대와 요구가 문화적 맥락에 따라 어떻게 다르게 나타나는지에 대한 연구까지 확장할 것을 제안한다.
