I. 제목
국내외 부존 철, 몰리브덴, 석탄자원 확보를 위한 활용기술 개발
II. 연구개발의 목적 및 필요성
최근 미국에서 발생된 경제위기로 세계 경제간 다소 주춤하여 광물자원의 가격이 한시적으로 안정화되긴 하였지만, 경제가 회복되면서 금속광의 가격이 다시 회복되고 있는 실정이다. 이는 세계 경제의 동반성장 때문이기도 하지만 지금까지 세계 시장에 금속광을 수출하던 중국, 인도, 브라질 등 신흥공업국의 경제가 빠르게 성장하면서 수출국에서 수입국으로 전환되면서 신규공급 기반이 붕괴되었기 때문이기도 하다. 또한 이들 신흥 공업국가들이 세계 금속광의 매점에 참여하면서 가격상승은 물론 장기적으로 금속광의 자원무기화에 가담할 수 있어, 금속광의 안정적 확보를 위한 대책수립과 기술개발이 필요하다.
우리나라의 금속광 자립수급이 한때 13.4%까지 달하였지만, 현재는 0.23%로 매우 낮아 국내 관련산업의 보호가 시급하다. 특히, 세계 3위 제강국가이면서도 철광석의 대부분인 7,000만 톤을 수입에 의존하고 있어 철광석의 안정적 확보와, 부가가치가 높은 특수철의 제조에 필수적인 몰리브덴광 확보를 위한 기술개발이 시급하다. 철광석과 몰리브덴광의 경우 국내에도 대량 매장되어 있어 경제성 있는 선별기술과 제련기술이 확립되면 일부 자립수급이 가능할 것으로 생각된다. 따라서 현재 한덕철광이 포항제철에 공급하고 있는 Fe 45% 이상의 조립자 철광석 정광을 안정적으로 생산할 수 있는 조립자 건식자력선별과 장기적으로 확대 공급이 가능한 Fe 60% 이상의 철광석 정광을 생산할 수 있는 미립자 습식자력선별 기술을 개발하는 데 있다. 또한 산화몰리브덴 제조에 접합한 Mo 47% 이상의 몰리브덴 정광을 생산할 수 있는 저비용 고도 부유선별 기술개발과 생산된 몰리브덴 정광을 저온배소하고 고순도 몰리브덴 제조와 불순물 제거를 위한 제련 및 정련기술 개발이 필요하다.
III. 연구개발의 내용 및 범위
- 상용화를 위한 철광석 연속처리 실증기술 시스템 개발(1,000kg/h 처리 시스템)
ㆍFe 45% 이상 철광석 정광생산 조립자 Scale-Up 자력선별 실증기술 개발
ㆍFe 60% 이상 철광석 정광생산 미립자 습식자력선별 연속처리 기술개발

- 고순도 몰리브덴 제조 연속 용매추출 공정확립 및 배소기술의 최적화
ㆍ아민계 용매추출제에 의한 고순도 Mo 99.5% 제조기술 개발
ㆍ몰리브덴광 저온배소 기술의 최적화 및 Cu 제거 제련공정 확립
ㆍ제거된 Cu 불순물로부터 고순도 Cu 금속 회수기술 개발
IV. 연구개발 결과
금속광 중 국내 수요가 가장 많은 철광석과 고부가 가치 철광석의 제조에 필수적인 몰리브덴광을 자립으로 확보할 수 있는 기술을 개발하기 위하여 자력선별과 부유선별 연구를 수행하였다. 철광석의 경우 자성을 띄는 금속광이기 때문에 저품위 철광석으로부터 포항제철에 공급이 가능한 Fe 45% 이상의 철광석 정광을 생산하기 위한 8mm 이하의 조립자 Cross-Belt Type의 건식 자력선별 기술을 적용하여, Fe 47%이상의 철광석 정광을 생산할 수 있는 기술을 개발하였다. 또한 개발된 요소기술의 상용화를 위한 Scale-Up 실증연구를 수행하여 시간당 1,000kg까지 처리가 가능한 연속처리 장치 및 공정을 개발하였다. 그리고 단체분리가 어려운 저품위 철광석으로부터 Fe 60% 이상의 고품위 철광석 정광을 생산하기 위한 미립자 습식자력선별 연구를 수행하여 Fe 61% 이상의 철광석을 연속으로 생산할 수 있는 공정을 개발하여 국내부존 저품위 철광석의 활용이 가능한 토대를 구축하였다.
단체분리가 어려운 한덕철광 몰리브덴광을 대상으로 200mesh 이하의 입자를 대상으로 Mo 47.5% 몰리브덴 정광생산 기술을 개발하였으며, 처리비용 저감과 선별효율 향상을 위한 다단분쇄 실험결과 최적실험 조건에서 Mo 품위와 회수율이 각각 49%와 82% 이상인 몰리브덴 정광생산이 가능한 공정을 개발하였다. 또한 몰리브덴 정광으로 회수되기 쉬운 Cu 불순물을 0.2% 이하로 억제할 수 있는 기술도 개발하였다.
몰리브덴 정광을 대상으로 산화몰리브덴 분말제조를 위한 배소실험 결과 최적실험 조건에서(온도 585℃, 배소시간 120분) S 제거율이 96% 이상(0.25% 이하)인 제강용 산화몰리브덴 분말제조 기술을 개발하였다. 또한 Cu 불순물이 높은 몰리브덴 정광으로부터 Cu를 0.2% 이하로 제거할 수 있는 습식제련 기술과, 산세액 중 잔존하는 3%의 몰리브덴을 99.8%의 품위로 99.5%까지 회수할 수 있는 정련기술도 개발하였다.
V. 연구개발결과의 활용계획
ㆍ기술개발과 관련정보를 융합한 금속광 개발가치 평가를 위한 새로운 data base 구축으로 금속광 확보 및 광산개발의 안정성 확보에 활용.
ㆍ새로운 저비용, 친환경 고도선별 및 제련기술 확립으로 국내부존 미이용 저품위 금속광의 확보를 위한 개발에 활용.
ㆍ우수한 금속광물 확보 및 활용기술 개발로 연간 약 10조원 99.7% 이상 수입에 의존하고 있는 금속광의 자급률을 높이는데 활용.
ㆍ연간 약 40만 톤 포항제철에 공급되는 한덕철광 철광석의 Fe 품위 45% 이상으로 안정적으로 생산할 수 있는 기술개발로 기업체 기술지원 및 Fe 60% 이상 고품위 철광석 정광생산 기술개발로 자립수급 향상에 활용
ㆍ철, 몰리브덴광을 종합적으로 개발하는데 활용하여, 금속광의 자급률 향상, 원료의 안정적 확보, 관련 산업 보호 및 무역수지 개선에 활용.
ㆍ몰리브덴 사업을 착수한 금성, 상율소보, 일동 등에 개발기술과 관련정보를 지원하여, 국내 자급률 향상을 위한 생산량 증대 도모.
ㆍ몽골, 브라질 등 해외 몰리브덴광 개발을 추진중에 있는 국내 광산업체에 개발기술을 지원하여, 개발효율의 극대화 및 개발 Risk 저감에 활용
