    Seeking an explanation for the comparatively stunted economic development of Arab towns in Israel, this investigation is centered on an ethnographic exploration of contending political power relations surrounding an industrial development site near Nazareth. The author places his findings that Arab residents objected to the Israeli planners original intentions (to build the site in Arab towns but outside of their jurisdiction) in the context of historic issues of struggles over land. He also locates another primary reason for the shape of planning in Israeli negative conceptions of "Arab traditionalism" and offers a conceptual and methodological critique of the idea.
