Nowadays, the atmosphere of Korea Broadcasting has a discomfort against the allied industries and the related institution. They don't want to reunion for solve the problem at all. So, there are more growing the conflicts. It is sad true.
Especially, we could think of that the competitions among the broadcasting companies. This is the edge of conflicts. It appears on March 2005 first. At that time, IB Sports which runs the Xports on the Cable bought the televising right of DMB including MLB broadcasting 4 years from then. It costs 48 million dollars. It means that IB Sports possess directly the right to a monopoly of the distribution. Further, they acquired also the televising right of Football which was managed by AFC in Korea. Then, they made a contract of KBL too. Stated above, it made people have to think about the right to a monopoly seriously.
In accordance with, it is going to need some general access of solving the problems in the broadcasting environment. The goal of this study is to figure it out closely. Also, the author wants to grasp all issues like the television and the satellite television, the market theory and the public interest theory, the right of universal access and the marketing agent, and so on. The universal access is only the answer to a lot of problems at this moment. It is more important then others. Consequently, it requires consideration from various angles.
For this study, the author uses the tool of Delphi Method which gathers easily the professionals' opinions and helps systematically make a deduction. This study consists of three parts. First, make a questionnaire based on the basic raw material, this is for investigate the issues of broadcast program matters. Second, predict a clear vision of the universal access on the Sports program. Third, analyze a political measure on the Sports program and the Sports television right.

The results are all following:
First, the result through the research question 1 is about the essential issue of existing Sports Broadcasting Program. That is the nature of Sports itself. It looks as the core of contents on the changes of broadcasting environment. It means that contents of 'Sports' is the emphasis at the increasing of Digital Era Broadcasting Platform and the growing of their competitions.
Second, the result through the research question 2 is about the induction of universal access on Sports Program. Contrary to people's expectations, the most of professionals agree the dear vision of access right for audiences. However, it dose not depend on the existing television system. Rather then it depends on which broadcasting industry is doing the right things. There is no limitation for the public good. Of course, they would need to educate and research the general state of things before they do define the universal access right itself.
Third, the result through the research question 3 is about the essential political element of Sports Broadcasting Program and Sports Tele、rising Right when you do make a policy. In the Public Intervention point, there are cultural pluralism of the drawing up of the TV and the principle of equity of universal access right. The other side, in the Free-Enterprise Market point, there are constructs for making a policy. Also, in the Sports as a function of amusement, there are audiences' satisfaction and preference first. Surely, Sports is the perfect content for audiences. So, they need to the basics of free market and ability for organizing special programs.
These days, a lot of crisis exists at all the area. Even though it has a rumor which is a crisis for the public service and the television service, it could not reach the good for nothing. In shorts, there is no need to be the public broadcasting for the public interests. That is to say, let there be the public interests all the times no matter what. Definitely it has to. Of course, Sports broadcasting area is too. It happens perpetually. That is the author wants to figure the above out.
