Korean natural resources are poor and market scale is also narrow but Korean trade has been for 40 years as motive power for domestic economic development. But trade has to clear customs as customs procedures. That wastes time and cost. There are also procedures to submit documents to other agencies, inspect them and a process through many rules, laws and complicated procedures.
Korean degree of dependence upon foreign trade is high so Korea faces that trade is absolutely essential and IT infrastructures has to be used most. In 1974, export-import customs clearance computerized for the first time. The present customs administration system was developed sharply and finally it is the e-customs service passed through automated customs clearance and customs information step. And Korea customs service government operated web-based system to deal with export-import customs clearance easily and cheap for small companies that can not afford to have information systems and In academic field, the problems of customs administration system with government policy and administration have been solved in the theoretical way. There is no empirical research for real users and companies in comparison with other administration systems such as accounting and education.
This research focuses on the user's satisfaction to spread the use of web-bases customs clearance portal system and make it successful. That is the final purpose to satisfy users using information system. In other words, the use of system for user satisfaction makes more efficient for administration processes and business management.
This research tries to found out that the customs clearance system satisfies well and makes business outcome improve practically as user's point of view. The purpose of this research is to present the way for efficient operation and improvement through investigation of external variables to affect user satisfaction and business outcome.
For the purpose, IS success model and IS continuous model which are the theoretical foundations to check the performance of information system on user point of view are based. To output external variables that affect user's individual characteristics and the success of a system, task characteristics theory which is as circumstantial characteristic is considered.
Data was collected from customs broker, manufacturing companies, trade companies, bonded transportation companies and cargo handling companies using customs system for customs clearance and hypothesis was analyzed through the research model. As a result of the collected data and analyzed hypothesis, totally circumstantial characteristics affect the performance of the customs system more than user's individual characteristics.
In the concrete, the first, the more user has an ability to use the system and is educated for e-customs system, the higher user is conscious of the ease of use for understanding of e-customs system. The second, the individual characteristics such as use capacity, experience and personal education are not significant influence on satisfaction of e-customs clearance system statistically. But the circumstantial characteristic using customs administration system affects the satisfaction of e-customs clearance system statistically. The third, the user who is conscious of the ease of use for e-customs administration system and is satisfied with the system evaluates the accomplishment of customs clearance through the system positively and thinks that the performance of business is improved. As a result of these, the construction and use of Information system makes business efficiency and business performance improve and makes the information system succeed when user is satisfied with the system.
This research founds out that users who use e-customs clearance system to deal with export-import customs clearance and draw back business evaluate the degree of the satisfaction and the improvement of business performance. This also considers individual characteristics and circumstantial characteristics to analyze the user's estimates in substance. But there is the limit of coverage of population using e-customs clearance system to be resulted and collected from customs broker group.
