This study aims at deriving problems by grasping the employment situation of the aged people and suggesting a way for their job creation through an improvement in the relevant system, given that as the social side effects due to a rapid aging and the aged people are emerging as a new consumer stratum, economic difficulties are becoming a more pressing burden.
The problems are as follows;
First, Problem on the policy of employing the elderly people the compulsory system of employing the aged people just reaches a recommendation level due to the government's shortage of policy willingness.
Second, Shortage of competency development and the training system for outplacement because of the shortage for outplacement training programs owing to insufficient financial funds, it does not lead to an actual employment.
Third, The aged people live on retirement grants, savings and pension as a source for their major income but the pension and savings are still an unstable source for income.
Fourth, The companies' effort for manpower efficiency does not meet the expectation and the means for promoting to employ the aged people is not effective.
Fifth, The social perception for hiring the aged people is negative.
As a way for enlivening the employment of the aged people in connection with the problems as derived above, I suggest the following things;
First, the senior Employment Promotion Act should be Changed form 'the encouraged' to 'the obligated' to consolidate and practice the act.
Second, the age-limit system needs its improvement in the direction to extend the retirement age, to employ without retirement, and so on. The corporations should change their retirement age up 60 years old because the general people can receive age pension when 60 years old.
Third, it is required to mediate and integrate the institutions that help seniors to find employment. The overlapping affairs of the Ministry of Health and welfare and the Ministry of labor should be unified to activate the performance of the existing institutions.
Fourth, the generation of the job positions suitable to seniors and the obligation to employ seniors for the jobs are demanded. The job positions prescribed by the 'Senior Employment Promotion Act' should be obligated to hire seniors first.
Fifth, it is necessary to expand the education and training opportunities for the seniors to promote senior employment. The government should expand the job training opportunities particularly for the senior-suitable job positions, to help the seniors adjust to the change of industrial structure and technology.
Sixth, under the current local self-government system, the local autonomous entities should become the first responsibility-taker to perform the project of senior employment. And, the local autonomous entities that should be closely connected with local corporations have to actively support the senior employment and establish the cooperative strategies.
Seventh, the network that integrates the information for the senior employment and helps the seniors to seniors to find jobs needs founding. The government should research the users' and the providers' demands, and use them for the policy implication.
Last, the improvement of public's perspectives and seniors' consciousness on the senior employment is necessary. That is, the reformation of the seniors' thought is important of the active process of the senior employment promotion project.
