To respond diverse customers' demand and performance-oriented government policy, most public authorities in Korea have set up and used the Balanced Scorecard(BSC, hereafter BSC) as a performance management tool which aims at a performance management approach that focuses on various overall performance indicators to monitor progress toward organization's strategic goals. Korea Coast Guard as a part of public bodies has also used the BSC in order to build on its breakthrough works on strategy-focused organizations since 2004. However, most firms in Korea lack a formal structure for connecting strategy with successful implementation. These reasons bring us to research certain organization's BSC linking strategy implementation. We diagnose BSC execution performance in Korean Coast Guard using the Execution Premium Process(XPP) based on its six-stage process. In terms of the six-stage process, firstly we analyse how Korean Coast Guard to develop, plan the strategy and then launch it. Secondly how Korean Coast Guard to align and plan operations so it does not waste time and resources on projects that do not match the strategic plan. Next, we focus on how Korean Coast Guard to monitor, learn, and test the success of the strategy.
To carry out these process, the following steps were taken for this study;
Firstly, the theory and preceding studies across the domestic and abroad regarding the BSC were conducted
Secondly, the case studies not only on the BSC in Korea Coast Guard but also on the BSC in several public authorities and the implications of their processes are also analyzed.
Thirdly, to diagnose BSC execution performance in Korean Coast Guard using the Execution Premium Process(XPP) based on its six-stage process, the questionnaire survey was conducted.
Lastly, the following statistics analytical methods were used for analyzing the responses which were collected by questionnaire survey.
- Cronbach's alpha verification method and factor analysis were used to analyze the validity and internal reliability,
- Multiple Regression Analysis was used to identify the relationship of cause-and-effect between Independent Variables and Dependent Variables,
- Kendall's ranking verification method was used to identify the ranking among factors.
