Day care is 'a work to bring up someone.' It is a pity to be in reality that has less perception of day care teacher's importance and focus on its relevant policy, though a political support should be followed to let the day care teachers gain passion for not abandoning their goal and wisdom to see the future through children.
The objective of this study is designed to suggest a political data for the improving plans- of working environments and stability of day care teachers based on materials which analyzed the welfare, working conditions and environments of day care teachers by identifying the actual state of their job description and performance.
For this to happen, the followings are explored in this study.
First, it identified the types of day care facilities and its current situation.
Second, it compared the pay for day care teachers and difference from the pay step for those in a similar job.
Third, it examined the working related system such as the Labor Standards Act and Women's Equal Employment Act, and identified the applications of day care facilities.
Fourth, it aimed to seek the working stability by suggesting the improving plans for working environments of day care teachers for infants based on the materials which analyzed their working conditions and environments.
For these objectives,
First, it examined and analyzed the existing materials and literatures related with working environments of day care teachers.
Second, it conducted a survey on the job and working environments. It selected 31 childcare centers located in Dobong-gu, Seoul by a random sampling, and collected 195 questionnaires out of total 210 papers to conduct the Frequency Analysis, Chi-Square Test, T-Test, One Way-Anova, and Regression Analysis with 188, papers except 7 papers of insincere response, and the findings are as follows.
First, it was urgent to have a realistic pay step which accepts ones' career.
Second, the day care teachers did not even require overtime pay, yearly or monthly holiday, and menstruation holiday.
Third, the opportunity to reeducating the day care teachers was not fully ensured.
Fourth, it was required to minimize trivial works except day care and reduce the rate of teachers versus children.
Fifth, it needs to have a teacher's space such as a lounge and teacher room.
Sixth, it needs to admit the social status of day care teachers as a teacher and prepare a path of reinstatement for experienced teachers.
Beyond that, there were opinions of insisting on the medical support for heath problems by the work characteristics of day care teachers and solution for the human rights violation by CCTV and IPTV.
Based on the above findings, the political suggestions for working stability of the day care teachers are as follows.
First: the treatment of private and home childcare center which have no support from the government is the most obstacle to the working stability, as it is the main cause of frequent turnover. Thus, it needs 切 supply a proper labor costs for day care teachers and include Seoul-type childcare center as a realistic pay step system which accepts one's career.
Second: it is obligated to keep 8 hours working, overtime pay, and prepare the full-time teachers to assume day care in case of holiday or overtime working for the day care teachers who cannot use holiday comfortably due to work characteristics.
Third: it needs to prepare substitute teachers and its financial support be followed.
Fourth: it needs a systematic policy to simplify the busy paperworks.
Fifth: it needs to specify the standards of facility to secure lounges or storage space for teachers by a scale of facility, and put a political necessity to accept the social status of day care teachers included in practioners of day care center as a teacher.
