The purpose of this study was to understand the current status of the Teachers' Ability Development Appraisal System and examine the direction for the improvement with a comparison of the teachers' and parents' perceptions about the system.
The research questions were as follows;
First, is there any differences between teachers' and parents' cognition on the purpose of the Teachers' Ability Development Appraisal System?
Second, is there any differences between teachers' and parents' cognition on the method of the Teachers' Ability Development Appraisal System?
Third, what are the teachers' and parents' satisfaction on the Teachers' Ability Development Appraisal System?
Fourth, what are the ways for improvement of the Teachers' Ability Development Appraisal System?
For these purpose, in this study, teachers and parents survey were conducted from August 17th to 31th. Total 250 teacher and parents were randomly selected and asked to participate in the survey. Except missing and careless answers, 245 questionnaires were analized.
The results of this study can be summarized as follows;
First, considering cognition on the purpose of the teacher evaluation system, the teachers showed higher preference to parents on the purpsoe of the teacher evaluation system.
Second, considering the cognition on the method of the teacher evaluation system, teachers evaluated more positively on the method than parents.
Third, considering satisfaction on the purpose of the teacher evaluation system, teachers showed higher satisfaction than parents, but both satisfaction levels were not high enough.
Fourth, on the questions for the ways of improvement, teachers responded that higher fairness and reliability of the assessment of teachers as well as principals are required. Also, they required research on the various evaluation methods and validity of students' pariticipation on the teacher assessment. On the other hand, parents required more teaching and learning materials to improve classroom teaching are opened on school websites and expert teachers participated in the teacher evaluation.
Finally, regarding to the points of improvement and revision of the utilization of the evaluation results, both teachers and parents responded that clear evaluation systems to help identifing individual's position with utilizing the individual scores, school ratings and standard procedures are required. On the other hand, related with the points of improvement and revision of the teacher evaluation system itself, both teachers and parents responded that research on objective evaluation methodology is needed.
In sum, although the current Teachers' Ability Development Appraisal System has been implemented for two years, both teachers and parents do not satisfy the evaluation system, which implies lots of improvements and revisions are needed.
