Kidnapping and serious crimes against the children and theelderly due to rapid urbanization and industrialization have been increased fast, and in order to respond to these situations, the government and enterprises as well as civilians have installed and operated CCTV. These days, the equipment that combines with USN technologies and networks have been merged rapidly and also become cheaper over time. As the equipment, the communication networks, CCTV controlcenter, and the operation software that u-safety service's user are using, have not been merged, and further the developer and the institutes can not find the standard protocols as well as the inter-working test specifications to reference when developing and testing this system, they have much trouble commercializing and industrializing this system.
Moreover, as some self-governing communities are using the individualistic protocols instead of the standard one with performing "the elderly living alone monitoring busines" or "u-safety service pilot project", there will be much problems in the near future.
To solve these problems,the mobile communication emergency calling terminal built-in GPS, the mobile communication network, u-safety service operators, the agencies operating CCTV control center have to co-work with one another through CCTV. For this environment, when occurring the emergency calling, u-safety service system takes trace the caller's location in real time by controlling all CCTVs near the caller's location, and can provides the agencies, such as guardians, the police office, the fire station, the hospital, the relief organizations, and the self-governing communities, with the diverse information necessary for the rescue through SMS or wired network. And in this paper, a new protocoland specification for u-safety service relay system is designed and implemented. The effectiveness of presented protocol is verified by computer simulation. The designed protocolofu-safety service is applied to real 3GPP and 3GPP2 mobile communication networks to verify its performance.
Therefore, in this paper we have designed and implemented "the protocols and specifications for implementing u-safety service through CCTV integration controlcenter". So this system can contribute to the standardization to research and develop u-safety service system in the nearfuture.
