In current times, Korean businesses have achieved certifications of AEO(Authorized Economic Operator) in 537 sectors, forging MRA(Mutual Rcognition Arrangement) with 8 nations, the largest number among the AEO-conducting nations in the world. As of 2014, we have allied with nations such as Canada, Singapore, the US(10 years), Japan, New zealand(11 years), China(13 years), Hongkong, Mexico(14 years) in MRA sectors. The most important thing in making the AEO-MRA deals is to imbue confidence and trust in our AEO system into any counterpart.
To serve for this purpose, the study aims to improving confidence of our AEO system through the channel of improving management system of domestic dangerous good in terms of putting priorities on safety and security in the AEO system. Besides, the study is drawn on the goal of improving trust in the domestic AEO authorization system by mending parts of sea transport and management of Dangerous Goods while beyond coordination of concerned authorities of customs for the safety and security, aiming to paving the road to inducing coordination of task boundaries among concerned government offices and customs authorities.
To achieve the goal of improving the confidence in the AEO system through the improvement of Korean Dangerous Goods Management system, the study will be conducted on the following issues;
Firstly, to enhance the understanding of the AEO system, the author will see the concept of AEO system, the domestic circumstances of AEO introduction, the authorization standard and exceptional standard of AEO system, along with AEO-MRA deals. In particular, we will examine the necessity and benefits, the implementing procedures and others, including other kinds of circumstances in terms of AEO-MRA.
For the purpose of improving the domestic dangerous goods management system, we will diagnose the regulations concerning the domestic dangerous goods and its state. With this goal in mind, we will suggest the problems and improvement measures of domestic dangerous goods management in comparison of the nation's regulations with international dangerous goods which have been assorted according to the means of transport.
Based on the above issues, the authors of the study will examine the domestic management system of dangerous goods, followed by the effort of applying the improvement measures of the nation's management system of dangerous goods to the AEO system, ending up with the promotion of global confidence in the Korean AEO system in launching talks of MRA deals.
