Employee participation in management refers to an act or system that the manager and the employee jointly perform management function which has been considered to be the authority of manager in order to protect and enhance employee's interests. In this act or system, the employee participates in the process and procedure of production activity, the decision making, and the distribution process.
Employee participation in management not only contributes to industrial democracy and industrial peace but also brings the positive influence on corporate productivity. However, in order to achieve the desired results, the positive attitude of labor and management is needed. Employee participation in management shows various forms of contents because it has developed into various forms depending on political, economic and social conditions, the nature of the employee and the manager
The study method of employee participation in management is as follows. The thesis consists of five chapters. In chapter two, the general theory of employee participation in management is discussed. In chapter three, an operation condition of employee participation in management and introduction background and character of a joint labor-management conference are discussed by countries. Furthermore, several issues of employee participation in management of public institutions under Seoul city which are dealt with in the third section of the third chapter are also discussed. In chapter four, introduction method and legal issues for the invigoration of employee participation in management are discussed. And the reaction, the economic benefit, manager' s willingness of execution, and the influence on the decision-making of employee participation in management are also discussed. Furthermore, in order to invigorate employees to participate in management, the survey for recognizing the employees' consciousness about employee participation in management are delivered.
This thesis has led to the conclusion that employees of public institutions have a positive consciousness about employee participation in management which is taking effect in Seoul city. The manager and the employee are partners, and this concept can be realized by employee participation in management. The manager should not force the employee to have unconditional consciousness of master, rather than that, it would be more effective to have the employee perceive them as management partner and owner.
Based on this, in order to adopt employee participation in management, identifying issues and seeking solutions to it can be more effective. Therefore, the introduction of employee participation in management will continue from Seoul city to other public institutions.
In order for future-oriented and desirable employee-manager relations, the manager and the employee must trust, respect, and cooperate each other. If the employee actively participates in management with the manager and share the responsibility for the result of management, employee participation in management will be more developed.
