The World Health Organization (WHO) adopted the 2013-2020 Mental Health Action Plan at the World Health Assembly in 2013 and stated that suicide is one of the priorities for governments around the world. Suicide in Korea is the major cause of death of the people, which is three times more than the sum of traffic accidents, industrial accidents and disasters in 2017. Suicide is becoming a serious social problem rather than a mere phenomenon.
Since 2003, Korea has not exceeded the first place among the OECD countries, and Korea has the highest level of suicide rate (24.6) compared to the average of 12 in the OECD countries.
In Korea, for the first time in Korea, the 'First Plan for Preventing Suicide Prevention' was introduced, and for the first time, national strategies for suicide prevention were presented to the public. In 2009, 'Second Suicide Prevention Basic Plan' The Act on the Promotion of Culture 'was enacted, and the project for preventing suicide became more structured. In order to reduce the suicide rate from 27.3 per 100,000 population in 2014 to 20 by 2020, it is necessary to establish the "Life Support Plan (the 3rd Suicide Prevention Basic Plan)," Three major projects were underway and the country showed its commitment to take the lead in suicide prevention policies. However, the budget for the prevention of suicide in Korea is only about 16.8 billion in 2018, and the budget for preventing suicide per capita is about 326 won (Statistics Bureau, Health and Welfare Budget, 2018) Only 2.1%. In 2018, related academics, religious groups, and civil society groups called for urgent attention by asking the government to secure a budget to increase the effectiveness of suicide prevention policies.
In the case of Japan close to Korea, the Suicide Prevention Act was amended in 2016 so that the suicide prevention policy would be transmitted to the towns, towns, and villages of the province. The Suicide Comprehensive Measures Promotion Center was established, Prophylactic efforts have been made and the suicide rate per 100,000 people, which was 27 in 2003, has fallen to 18.9 (or 30%) in 2015. This shows how effective national financial commitment has been in preventing suicide.
The purpose of this study is to analyze the present situation of suicide prevention in Korea (local), budget, and budget, and to analyze the scale of mental health infrastructure (establishment of mental health welfare center) (3) the level of national mental health according to the regional mental health budget (depression experience rate), (4) exploring the social welfare cost per capita, and analyzing whether these four factors influence suicide prevention. The purpose of this study is to identify policy implications for establishing a suicide prevention service strategy based on comparison of analysis.
