In Korea, the reform of public institutions has been started with the focus on New Public Management, which aims to improve the quality of service through inefficient management improvement. Nonetheless, many studies have shown that privatization also has many problems.
The purpose of this study is to analyze the performance of culture and art center according to the mode of operation. More specifically, it aims to analyze the performance of the culture and art centers in Korea and to analyze the performance of the Sori Arts Center of Jeollabuk-Do, and to suggest the policy implications with the performance factors of contracting-out through it.
In order to verify the results of the operation methods, this study measures the efficiency of the operation methods of each of the 251 culture and arts centers nationwide,
The operating methods(that is, local government-run, public agency operation and contracting-out) and the construction subject(wide-area vs. basic self-governing body) are used as independent variables. Dependent variables are total floor area, number of exhibition hall, exhibition area, size of training place, number of employees, number of professions, number of days of performance, number of exhibition days, paid audiences, number of users, operating expenses, and total income. The statistical methods used are t-test and ANOVA analysis.
The results of the analysis are as follows. First, ANOVA analysis based on the operating entity shows that the contracting-out shows high performance in terms of floor space, exhibition area, superintendent, number of employees, number of professions, number of exhibition days, and annual operating cost. Compared with the construction subject, the wide-area autonomy showed high performances of exhibition area, area of education, number of employees, number of concert days, number of users and annual operating expenses.
Second, we analyzed the difference of the average of 251 contacting-out in order to measure the performances of Sori Arts Center of Jeollabuk-Do. As a result, it was higher in paid audiences, users, operating expenses and income, but lower in number of experts. In addition, as a result of comparing average of 11 venues with the same level, it was found that the Sori Arts Center was higher in performance, exhibition days, and income, but the number of employees was lower. The reason why the total revenue of the Sori Arts Center is high is the major factor in attracting large-scale planning performances.
In conclusion, although the limitations were pointed out, it was analyzed that the contracting-out performed better than the operation of the public institution and the management of the local government. In particular, contracting-out of the Sori Arts Center was analyzed as the most effective way of operating the art center. In the future, the Sori Arts Center will be able to increase the role of Jeollabuk-do representative arts center by maintaining income through establishment of finance securing policy and attracting planning performances and various performances and improving conference hall and exhibition hall facilities which are important in MICE industry.
