Vietnam's economy in 2018 flourished on all three areas of production, supply and demand of the economy along with development. Economic growth in 2018 reached 7.08% compared to 2017 - the highest increase in 11 years. The quality of growth and the investment and business environment have been improved, the newly established businesses have increased sharply. The macroeconomic foundation is strengthened and gradually enhanced. Unemployment and underemployment tend to decrease. Social security is concerned about implementation.
Along with the strong development of science and technology and the trend of globalization, logistics activities from production to consumption increasingly play a particularly important role for the competitiveness of the manufacturing, service and the whole economy in general. Considering both the internal advantages and the movement of the international market, it can be seen that Vietnam logistics sector has many development opportunities and more deeply involved in the world of logistics. Opportunities can be clearly seen from the openness of the growing economy and the geographical advantage to become the regional and world trading and transport gateway.
Recent years, the city's economy in Vietnam is developed increasingly. City logistics plays a vital role in national and regional logistics development. The development of city logistics can not only increase the development of the city economy, complete the functions of the city, decrease the negative impact on the environment, but also can promote the comprehensive competitiveness of the city and support to the realization of building up sustainable urbanization. In which, logistics infrastructures are indispensable factors which show the city logistics whether develop or not.
Because of the city logistics infrastructure is a very complex system with many subsystems affected by many factors and these are connected each other in the complex interaction, it is difficult to implement specific measures to achieve the improvement of city logistics in general and logistics infrastructure in particular without study deeply these influence factors. Therefore, it is essential to research the factors affecting the development of the logistics system.
The purpose of this research is to analyze the main factors for evaluate the development of five biggest urbans in Vietnam through previous literature review; then ranking the infrastructure development of these cities by using TOPSIS methodology; to suggest future strategic actions in the current situation of these city logistics infrastructure. The ultimate purpose of this research is to determine what conditions and advantages should promote and which disadvantages should be eliminated are conducive in order to develop and improve the logistics among these cities.
