Depending on the results of the evaluation of the operation of the residents' self-governing council(RSC), which is being conducted on a trial basis to revitalize residents' autonomy, it is time to consider the direction of development and ways to revitalize the self-governing system. In addition, the importance of local autonomy is emerging at a time when it is about to be designated as a "special city" among the amendments to the Local Autonomy Act, and whether it is a conservative change or progressive improvement can be seen as a problem.
The purpose of the study is to introduce the Residents' Self-Governing Council in Jeonju City by providing alternatives to the current status of the Residents' Self-Governing Committee, which is the operator of the Community Service Center. To do that, this study analyzes four aspects of RSCs: operational, institutional, facility and financial aspects.
As a way to introduce the Jeonju-type Residents' Self-Governing Council (RSC) First of all, from the institutional perspective, the incorporation of the residents' self-governing council and the establishment of an integrated platform for residents' participation, securing representation of the residents' self-governing council, and expanding the community space of the mid- to long-term community centers; On the operational side, expansion of autonomous activities, allocation of participatory budget projects, diversification of volunteer recruitment, and securing elasticity of program operation hours should be premised. On the facility side, it is necessary to classify other management entities and to centralize the complex community of the new and enlarged Dongcheong buildings in order to remodel or build new old spaces.
The final financial aspect is that the government should present measures such as allocation of project funds for participatory budget projects, linkage of community businesses, and introduction of home donation systems, and introduce them using the characteristics of Jeonju alone.
This means that grassroots democracies value the autonomy of the front line with residents, and there will be many happy people if autonomy goes well. So we need autonomy. If you give the authority to plan and decide on the program, the complaints so far will disappear, and if the village develops by exercising its ability to stand on its own in my neighborhood and my district, it will naturally expand to Jeonju City and become a Jeonju of dignity.
In conclusion, the standards of the Jeonju Integrated Residents' Self-Governing Council should be selected and operated by reflecting the geographical, regional, and spatial characteristics of Jeonju Bay in the integrated type that the Ministry of the Interior and Safety conducted on a trial basis.
