As of the end of March 2020, 9,888 people aged 65 years and over about 34.2 % out of the total population of 28,902 in Imsil-gun entered into the superaged society. The decline in the population of these areas deteriorates basic settlement conditions such as education, medical care, and childcare, which in turn leads to a vicious cycle that accelerates the outflow of the population. The rapid change in population structure due to the lowbirth and aging has an effect on local government initiatives and budgets. In order to systematically and actively respond to the issue of the low birth and aging, local governments are focusing on preparing mid- and long-term alternatives.
This study is a project in the field of health and welfare Programs among 2020 projects in Imsil-gun. In order to draw the relative importance of the components for the importance of health and welfare Programs in the age of lowbirth and aging, I have dealt with building health governance against the aging society, building a health safety net through strengthening public health care services, strengthening the social safety net of vulnerable groups, improving women's rights and establishing a healthy family culture. The research method was a health and welfare expert survey through the AHP hierarchy.
The results of the analysis showed that both groups recognized the importance of building a health safety net through strengthening public health care services (0.314), establishing health governance compared to the aged society (0.276), strengthening social safety nets of vulnerable groups (0.258), improving women's rights and establishing a healthy family culture (0.152).
The purpose of this study is to suggest implications for objective and valid policy judgment on health and welfare programs of local governments in the future, by helping to more effectively deliberate on budget related to health and welfare through efficient expenditure of budget as priority of health and welfare programs, and classifying health and welfare programs of local governments based on conceptual discussion of lowbirth and aging in the situation where many proposals are made in relation to health and welfare business, and analyzing the importance of business.
