Domestic violence occurs either directly or indirectly at home, unobstructively and consistently. The social recognition is that the spread effect of domestic violence will be small to teenagers, with the recognition that domestic violence experience during adolescence will be less than that during infancy and early childhood. But teenagers experience various violent treatments by their parents, and in nature of adolescence, domestic violence is likely to be transferred to even school life or other external areas, thus causing severe reverse reactions. Teen-age domestic violence victims sometimes become youths at risk as they run away from home to avoid domestic violence.
As of 2020, the social welfare facilities that youths at risk from domestic violence can use include youth shelter, domestic violence victim shelter, and group home. Shelter should be operated for healthy self-realization for teen-age domestic violence victims based on two distinct characteristics of 'teenager' and 'domestic violence.' But, as a result of analysis according to Gilbert & Terrell' s Analysis of Sports Voucher System and Maslow' s Needs Theory, such facilities cannot meet two requirements necessary for teen-age domestic violence victims and also cannot provide an environment to meet teenager' s healthy self-realization needs.
Accordingly this study proposes to establish a new type of youth-group home to help teen-age domestic violence victims to self-realize. Youth-group home is operated in accordance with 「The Framework Act on Juveniles」 and 「Youth Welfare Support Act」. Accordingly, social allocation is set as teen-age domestic violence victim and social provision as payment for healthy self-realization for teen-age domestic violence victims. Delivery system should be centered on the Ministry of Gender Equality and connected to local governments, facilities, and workers. Finance should be based on support funds and contribution by the central government and local governments.
The Youth-Group Home operation guideline should be based on 「Youth Project Guide」 and 「Women · Children' s Rights Promotion Project Operation Guideline」 by the Ministry of Gender Equality and 「Child Field Business Guide」 by the Ministry of Health-Welfare, and the provisions suitable for teen-age domestic violence victims should be preserved and transferred, or modified, complemented, or added. Stably set social welfare policy and administration system can provide efficient services for teen-age victims. The youth-group home for teen-age domestic violence victims presented in this study is expected to provide foundation for healthy socialization and self-realization for teenagers who will become the master of future society.
