This study investigated the characteristics of cultural urban regeneration policy by analyzing the policy change process of Seoullo 7017 project in Seoul.
Kingdon's policy flow model was used as an analysis tool, and as a result of the analysis, the policy window could not be opened in the problem stream that threatened the safety of citizens due to the aging of the Seoul Station Overpass and in the policy streams such as the demolition and recycling of the Seoul Station Overpass.
Then, as a policy entrepreneur, Mayor Park Won-soon, appeared, and gave a strong impetus to the political stream, a policy window was opened. Mayor Park Won-soon successfully transformed the Seoul Station overpass into an urban park called Seoullo 7017 by actively utilizing citizen participation and governance.
As a result of analyzing the Seoullo 7017 project by applying the policy flow model, the characteristics of cultural urban regeneration were as follows.
First, urban regeneration is difficult to open a policy window in the problem and policy stream. Second, urban regeneration requires conflict management because it demands changes in the lives of residents.
As a result, it was concluded that a policy entrepreneur must play an important role in the political stream for the cultural urban regeneration policy to be successfully realized.
