Through this study, I looked at ways to improve the disaster response capabilities of local governments. This limited the subjects of research to Jeollabuk-do. Because local governments are the main agents responsible for managing and responding to actual disasters.
In analyzing the disaster response capability, the government tried to identify problems and suggest ways to improve them by analyzing the cases of torrential rains that caused serious damage to Jeollabuk-do at August 7th to 11th, 2020.
To this end, I first looked at procedural problems, such as existing prior research, and studied the comprehensiveness, cooperation, and coordination of the successful disaster management principles proposed by the US Federal Disaster Management Administration(FEMA).
To summarize the problems identified in the course of the study
First, Jeollabuk-do is largely divided into social and natural disasters according to the type and function of disasters in terms of organization, which is expected to have some difficulties in controlling disasters quickly and efficiently in case of disasters quickly and efficiently.
Second, in terms of response, it is easy to encounter problems such as asymmetry of information and the absence of an organic cooperation system due to the nature of the disaster safety task force being a non-permanent organization.
The following is a summary of the improvement plan.
First, unlike traditional organizations in terms of organization, it is to enhance comprehensiveness by actively responding to complex and large disasters by operating flexible organizations such as matrix organizations. In addition, by presenting a Government Functional Link Model(BRM) system to enhance cooperative and coordination, the classification of functions and objectives is not only shared but also linked to seamless organizations to overcome division-to-divisionism.
Second, in terms of response, a governance model of disaster management was presented as a way to address various issues depending on the situation and context of the disaster while supplementing the characteristics of emergency organizations of the disaster safety task force. In addition, measures were proposed to improve the disaster management portal(NDMS) and the window (video conference) for communication in various ways so that a closer cooperation system can be established more firmly.
