Smart City around the world are spreading rapidly. With the acceleration of urbanization, the change of modern people's life style and the development of IT-related technologies, smart cities came into being. Smart cities are being built with the aim of using ICT to efficiently solve urban problems and improve economic growth and people's quality of life. With the development of integration and composite technologies such as Internet of Things and artificial intelligence, this innovative urban development policy is becoming a plan for future urban development through the combination of urban space and ICT. Not only many countries in North America and Europe, but also most Asian countries such as South Korea, China, Japan and India are promoting the construction of smart cities from the perspective of national strategy. Under this innovative urban development policy, the city government also takes smart city brand as a means to attract creative talents and multinational enterprises. As the core platform of new growth power, the Korean government is striving to build a smart city that combines the city with the fourth industrial revolution. With the development of ICT and the spread of global economic system, cities play a key role in improving national competitiveness in modern society. The urban development strategy of Songdo New City in Inchon, which aims at the global commercial center city, is of great significance. In order to promote the construction of smart cities in China, the government of China announced more than 490 smart city demonstration cities in China from January 2013. Local governments also attach great importance to the construction of smart cities, which are included in the government work report and the 12th Five-Year Plan. Wuxi, with perfect urban infrastructure and a high level of economic development, is the first experimental city, and its development is of great significance to other cities.
Smart city itself is a kind of urban innovation. After the smart city policy is put into use, the development of smart city is not only a platform for urban innovation, but also some factors in the development of smart city have various influences on urban innovation.
Smart city construction, as a huge carrier of urban innovation, constantly promotes the operation and popularization of various technologies in the process of construction and development, and also constantly brings citizens a real sense of life acquisition in the era of big data.
The purpose of this paper is to explore the influence of smart cities on urban innovation by studying the development cases of smart cities in China and South Korea.
Based on the advanced research on smart city-centered urban innovation and identification of influencing factors, this paper investigates the development of smart cities in Wuxi, China and Inchon (Songdo New City), South Korea through market data and relevant policy research, and summarizes the differences in the development strategies of the two cases.
Then, a questionnaire survey was designed for Wuxi residents based on the seven factors of smart city development that affect urban innovation, namely, smart economic level, smart infrastructure, government resources and capabilities, smart management and services, smart humanities, smart soft environment, and smart city construction level, which were screened out in the prior study. Using spss25.0 software, the reliability and validity of the survey data were tested, and descriptive statistical analysis was made. Grasp the residents' recognition of these seven factors that affect urban innovation. So as to determine the main influencing factors of smart city's practical significance to urban innovation in residents' consciousness. Discover the residents' knowledge about smart economy, smart infrastructure, government resources and capabilities, smart management and services, and smart soft environment. The seven factors, namely, intellectual literacy and the level of smart city development, have a high degree of recognition on the impact of urban innovation. Through the questionnaire survey of residents' consciousness, it is determined that these seven smart city development factors are the factors that actually affect urban innovation.
After grasping the influencing factors based on residents' perceptions through questionnaires, and based on this, the changes of each factor Songdo and Wuxi before and after the smart city construction were analyzed using statistical data and literature.
Finally, in order to improve urban innovation, it is hoped that in the future, smart city development in China and South Korea will increase investment in seven aspects: improving the level of smart economy, building characteristic smart infrastructure, improving government resource capacity, improving smart management and services, building smart soft environment, improving smart humanistic quality, and improving the development level of smart cities.
