Haze is a global problem, which has a great influence on the economy. Northeast Asia is no exception. Annual average concentration of fine particulate matter of South Korea and China is higher than the guidelines set by the world health organization, which does great harm to the economic, social, ecological and human health, and the physical and psychological strain on the residents was enormous.
In the process of haze control in the capital area of China, the enhancement of air mobility has an immediate effect on the dispersal of haze, but it is obviously treating the symptoms rather than the root cause, and it is very accidental. In fact, in the context of global warming, coupled with the combined effect of adverse factors such as topography and meteorology in the Beijing-Tianjin-Hebei region, pollutants are not easy to diffuse, increasing the incidence of haze in the Beijing-Tianjin-Hebei region. Only relying on the law of nature, therefore, waiting for the disappearance of the environmental problems is out of the question, but to follow the natural law, on the basis of artificial intervention, take the necessary measures. As a developed country, in the development of economic cooperative experience, Korea has formed some effective experience in the aspect of economic development and coordinated improvement of ambient air quality, which has important reference meaning for the prevention and control of air pollution in the capital area of China.
Under such a realistic background, environmental policy as an effective administrative means has aroused extensive attention and research in academic circles. Environmental policy instruments addressing environmental issues are taken by public policy subjects to better realize the sustainable development of human and nature. Environmental policy instruments are various means and measures taken by public policy subjects to better realize the sustainable development of human and nature. In essence, therefore, environmental policy instruments are the measures taken by the government to achieve the control of people -- the behavior that affects the environment -- which also is achieved through effective policies. At present and for a long time to come, the choice of environmental policy instruments is particularly important. This paper focuses on the selection of environmental policy tools, through analyzing the current situation and influencing factors of the selection of policy tools in the capital area of China, as well as the air pollution policy in Korea, and provides effective suggestions for the air pollution control in the capital area of China.
