1988년 미국과 일본은 기존의 원자력협정에 핵의 비확산을 강화하기 위한 새로운 규제와 장기적 포괄동의방식을 도입하여 협정을 개정하였다. 협정개정에 의해 미국은 국제적 핵확산의 강화라는 목적을, 일본은 핵연료의 농축 및 재처리 등에 관한 미국의 직접적, 개별적 통제에서 벗어나 독자의 핵연료주기 확립이라는 목적을 달성할 수 있게 되었다. 또한 이 협정의 개정교섭과정은 종래의 일본의 대미교섭 스타일과는 다른, 일본이 미국과 대등한 입장에서 교섭에 임해, 평등한 내용의 협정을 체결한 예외적인 교섭이라고 평가되고 있다.
본고는 이러한 점에 주목하여, 미·일 원자력협정의 개정교섭과정을 사례로 하여, 미·일 교섭과 교섭과정에서의 양국의 정책결정과정을 분석한 연구이다. 본고는 미·일간의 교섭과정에서 미·일 양국과 관련 행위자는 어떠한 전략에 기초하여 교섭을 진행시켜 왔는가? 구체적인 교섭과정은 어떠하였으며, 미·일 양국의 교섭정책 결정과정 및 대응과정은 어떠하였는가? 등의 분석을 통해, 미·일 교섭의 정책결정과정을 비교·분석하였다.
본고는 연구의 결과로서, 2국간 교섭에 있어 국제레짐 등의 국제체제적 요인이 교섭자 및 국내체제에 상응하는 교섭에 관련된 주요한 결정요소이며, 국내체제에서의 이해를 달리하는 다양한 행위자의 교섭관여가 자국의 교섭력을 강화시킨다는 점을 명확히 하였다. 또한, 교섭과정에서의 교섭의제의 변화는 이를 변화시킨 측에 결과적으로 불리하게 작용한다는 점을 미·일 교섭과정에서 밝혔다. 따라서 본고는 미·일 교섭에서 보이는 교섭의 특징을 2국간 교섭의 기본틀로서 재정의 하려는 노력의 일환이라고 할 수 있다.The「US-Japan Nuclear Cooperation Agreement」was amended in 1988. By the amendment, Japan could establish the nuclear fuel cycle and utilize plutonium freely. In stead of direct control and case-by-case approval of US government, the enrichment of uranium, the transportation and reprocessing of spent nuclear fuel and the utilization of plutonium by Japan, was admitted by the US in the form of advanced, long-term consent arrangement.
Also, the new agreement was exceptional bilateral agreement that US is concerned. From the 1970s, US was very sensitive to the problem of nuclear non-proliferation. And the amendment of US-Japan nuclear agreement in the form of programmatic arrangement was only one exceptional amendment of 1980s.
From these point of views, the aim of this research is to analyze the decision making process and negotiating process of amendment of US-Japan nuclear agreement. To analyze these processes, it is indispensable to analyze both parties, US and Japan, in various levels - domestic level of US and Japan, US-Japan negotiation level and international level.
As the result of research, this study lay emphasis on these three points. First, international level such as international regime has a strong influence on bilateral negotiation. Secondly, the participation of plural players in the negotiation process who have different interests, strengthen the negotiating capabilities of their government, in some conditions. And last, the change of agenda in the negotiation process is turned into disadvantage for the side who made changes in the negotiation process.
