소위 복지국가 위기 이후 등장한 개혁의 양상들 중에서 성(gender)과 관련하여 주목할만한 구조적 변화의 하나는 남성부양자 모델(male breadwinner model)이 약화되고 있다는 점이다. 즉, 남성은 생계부양자이고 여성은 가정내 재생산노동(care work) 담당자라는 전통적 성별 노동분업구조가 붕괴되고 있음을 발견할 수 있는데, 여러 국가들 중에서도 가장 두드러진 변화를 보인 나라는 네덜란드이다.
네덜란드는 복지국가 위기를 타개하기 위해 시간제 취업을 정규적 노동형태로 활성화하고 노동시간을 단축함으로써 여성의 취업률을 증대시키는 한편, 남성도 가정내 재생산노동에 공동 참여하도록 촉진하는 전략을 추구하였다. 남성부양자모델에 기초했던 사회복지정책은 기혼여성에게 개인별 수급권을 부여하고 성차별적 조치를 폐지하였으며, 유급노동의 의무없이 복지급여를 수급할 수 있었던 독신모에게 취업을 강제하는 등, 개개인의 경제적 자립에 기초하여 복지수급권을 획득하도록 하는 방향 전환을 하였다. 이러한 네덜란드의 변화는 전통적 남성부양자 가족에서와는 달리, 잠재적으로 여성이 남성과 국가에 대한 경제적 의존으로부터 벗어나 동등한 성관계(gender relations)를 형성할 수 있게 하는 유리한 조건으로 기능할 수 있다는 점에서 긍정적이다.
그럼에도 불구하고, 네덜란드의 개혁은 재정위기를 타개하고자 하는 근본적 한계를 안고 있었기 때문에, 남녀가 동등한 노동참여를 할 수 있도록 하는 부수적인 사회적 지원체계를 마련하지 않았으며, 그로 인해 여전히 많은 여성이 재생산노동을 담당하는 것으로 결과되었다. 특히 독신모의 경우 강하게 잔존하는 남성부양자 이데올로기의 영향과 유급노동 및 재생산노동의 이중적 부담에 대한 정책적 고려의 부재 탓으로 인해 복지개혁의 불리한 영향을 받고 있는 것으로 나타난다.Among the features of welfare reform, one of the most remarkable changes is that the male breadwinner model has declined. The male breadwinner model was based on a set of assumptions about male and female contributions at the household level: men having the primary responsibility to earn and women to care for the young and the old. However, rising rates of female labor force participation have increased dual-earner families or single-person households, which has eroded traditional male breadwinner model and affected gender relations. The Netherlands dramatically changed from the male breadwinner model to the individual model under an ideal policy plan, so-called 'Combination Scenario'. The government promoted normalizing part-time jobs through shortening working time so that men and women share paid work and unpaid care work equally. Also the individual model of social policy has replaced the male breadwinner model. Married women were granted individual entitlement of social security and lone mothers were required to have a job in order to receive welfare benefit. This change is likely to be favorable to women because that can make gender relations more equally by reducing economic dependency of women on men. However much more women than men have part-time jobs and they are responsible for care work yet. Also lone mothers suffer from the policy shift because there was not considerations about their dual responbilities for care and work. This is because welfare reform was motivated by public financial crisis and the government didn't try to construct arrangements to induce men to do care work. So Dutch shift from male breadwinner to individual model has resulted in gender-unequal division of labor.
