일본의 안보적 관점에서 볼 때, 북한 핵문제에 대해 일본은 초기(1989-1991)에는 협력적이던 것이 점점 변하여 후기(1992-1993)에는 경직화되면서 공세적으로 변했다. 그 배경에는 미일관계의 새로운 위상변화가 있었기 때문이었다. 새로운 위상변화란 미일간의 “글로벌 파트너십” 표명이며 일본 스스로가 “지역안정을 위해 적극적 외교”를 구사하겠다는 표명에서 나타났다. 글로벌 파트너십의 핵심내용은 정치와 군사문제의 분리해석이며 이는 미일간 역할분담을 의미했다. 미국은 미군 주둔을 통해 군사적 안전보장 역할을, 일본은 정치적인 측면에서의 적극외교를 통한 정치적 문제해결을 시도한다는 것이었다. 여기서 탈냉전기 일본의 안보외교는 제약에서 기회로의 전이를 시도했다. 이 기회를 이용해 일본은 핵문제를 당사국 문제(국교 정상화와 상호사찰, 남북경협과 핵문제)와 링크시켜 북한을 궁지에 몰아 넣었다. 앞으로 미국이 글로벌 파트너로서 동아시아에서의 일본의 역할을 기대한 이상 그에 상응한 일본의 영향력도 증대할 것이다.
본 논문의 고찰대상 시기보다는 앞선 이야기이지만 미국이 동아시아의 군사적 질서를 주도해 왔고 일본은 정치적 혹은 경제적(기술 및 자본협조) 후원을 통한 KEDO를 둘러싼 한미일 역할분담을 해오고 있음이 이를 입증해 주는 단서일 것이다. 여기서 일본은 미국의 군사적 세계전략이라는 관점에서 보면 후견인 역할이지만 동시에 일본의 관점에서 보면 동아시아 지역질서에 관여하는 적극적 참여자로서 그 만큼 발언수위를 높일 수 있는 기회를 가지게 되었음을 의미한다. 여기에 일본의 “국제적 역할”이 있다. 그 역할은 긍정적이던 부정적이던 미국을 중심으로 한 국제질서 만들기라는 것이다.As regards its security policy towards the North Korean nuclear issue, the initial cooperative position (1989-1991) taken by Japan subsequently transformed into a firm position, resulting from a change in Japans partnership with the USA. In other words, Japan proclaimed “positive diplomacy for region stability” in the context of a “global partnership” with the USA. The main principle of this global partnership is a separation of political and military issues between Japan and the USA, respectively. As such, the USA takes charge of military security through its military bases in the Asia-Pacific region, while Japan tries to resolve political questions through positive diplomacy, thereby discarding past constraints and establishing a new position for itself through security diplomacy in the post-cold war era. However, as a result of this policy, Japan recently drove North Korea into a corner by linking the nuclear issue with political questions, for example, diplomatic normalization issues with mutual inspections, and economic cooperation with nuclear issues etc. Therefore, insofar as the USA is calling for a proactive role from Japan as its global partner in East Asia, a corresponding influence is also needed in the future from Japan.
The cooperation between the USA, Japan, and South Korea through KEDO can be analyzed as follows; the USA dominates the East-Asian military order, while Japan takes charge of the politico-economic support. Accordingly, to a certain degree the Japanese role can be interpreted as supporting American world military strategy, while also strengthening Japan's position in East-Asian affairs. Consequently, it is difficult to deny that Japan's role is contributing to the formation of a new world order centering on the USA.
