이 글의 목적은 대처 정부 출범 이래 영국에서 강력하게 추진된 신자유주의적 정책이 지방 통치체계의 개혁에 어떤 영향을 미쳤는지에 대해 살펴보고자 한 것이다. 작은 정부를 추구한다는 신자유주의적 개혁이 과연 중앙 정부의 실질적 권한의 약화와 지방 분권화로 이어졌는지에 대해서 논의하려는 것이다. 이 글은 1979년 대처 정부의 출범 이후부터 블레어의 노동당 정부 집권 1기의 시기까지를 대상으로 하는데, 대처 정부 출범 이후 진행되어 온 지방 통치 체계의 변화는 블레어 정부 이후에도 연속성을 가지며 유지되어 오고 있기 때문이다. 대처 정부 이래 추진되어 온 폭넓은 신자유주의적 개혁의 추진에도 불구하고 그 결과가 전통적인 영국의 중앙-지방간 통치체계 자체에 대한 근본적인 변혁으로까지 나아간 것은 아니었다. 보수당 대처 정부 하에 추진된 신자유주의적 지방통치 체계의 개혁이 중앙정부의 권한 축소로 이어지지 않은 것처럼 노동당 블레어 정부 하에서 시도된 중앙-지방 정부 관계의 변화가 실질적인 분권화를 초래하였다고 볼 수는 없다. 따라서 영국 지방 통치 체계의 제도적 변화에도 불구하고 중앙-지방의 관계에서 볼 때 영국은 중앙정부의 힘이 막강한 웨스트민스터 체제의 속성을 유지하고 있다.The purpose of this article is to explore effects of reforms of local governments from the Thatcher to the Blair government in Britain. The reforms pushed ahead especially under the Conservative governments are closely related to neo-liberal causes. The article pays attention to whether the neo-liberal reforms of local governments caused "the hollow state" or weakening the strength of a central government.
This article argues that neo-liberalist reforms of local governments did not harm the strong authority of a central government. Many reforms under the Conservative governments rather increased the power of intervention from a central government in running local governments. Even though devolution of Scotland and Wales undertaken under the Blair government brought considerable power of policy-making down to the regional parliaments, the relationship between central and local governments generally remains intact, which means that the Parliament in Westminster still hold a final say.
