This study discusses the issues related to the civil affairs administration (especially, the civil affairs administration that requires permission, agreement, conference and so on between the administrative organizations) in local governments. In order to examine the level of service in civil affairs administration, this study is corncerned with the problems in the process, conference system, etc. As a result, this study suggests the following improvement programs; the redesigning of a one-stop service system, a civil services manager, judgment system in advance, and automatic agreement system for the administration of civil services in local governments.
