본 연구는 한국노동패널 자료(1999-2001)를 이용하여 우리나라의 경제위기 이후에 나타난 고용불안정과 빈곤경험이 빈곤이행(빈곤진입 및 빈곤탈출)에 미치는 영향을 분석하는데 그 목적이 있다. 분석의 결과 연구대상 가구의 절대적 빈곤율은 매우 높게 나타났으며, 연구 대상가구주의 인적자본이 빈곤이행에 중요한 영향을 미치는 것으로 나타나 기존의 연구와 유사한 결과가 확인되었다. 또한 고용상태와 빈곤경험 여부에 따른 빈곤이행에 대한 분석의 결과, 연구대상 가구주가 안정된 고용상태(정규직)를 유지할수록 빈곤 탈피의 가능성은 높으며, 동시에 불안정한 고용상태(비정규직과 실업)를 유지하는 빈곤가구주의 빈곤진입 가능성은 안정된 고용상태를 유지하는 빈곤가구주보다 높은 것으로 파악되었다. 또한 빈곤의 경험이 있는 가구주의 경우 빈곤상태를 탈피하더라도 다시 빈곤가구로 환원될 가능성이 높으며, 반대로 한 번 빈곤상태에 고착된 가구는 빈곤상태에서 탈피할 가능성이 매우 낮은 것으로 밝혀졌다. 본 연구의 결과에 기초하여 도출할 수 있는 정책적 함의는 다음과 같다. 우리나라의 빈곤정책이 빈곤계층의 취약한 인적자본을 향상시킬 수 있는 차별화된 근로연계복지 정책으로 전환되어야 하는 동시에 근로 빈곤계층이 안정된 고용상태를 유지할 수 있도록 적극적 노동시장정책을 실행해야 할 것이다. 그러나 사회적 제반여건이 준비되지 않은 상태에서 근로연계복지를 통한 빈곤가구의 자립 자활만을 강조하는 것은 빈곤을 장기적 혹은 반복적으로 경험하게 함은 물론 근로하는 빈민(working poor)을 양산할 수 있다는 점을 고려할 때, 빈곤가구에 대한 정부의 대책들은 일시적인 것이어서는 안되며, 빈곤상태에서 탈출한 가구가 비빈곤 상태를 유지할 수 있는 일정기간동안 지속되어야 한다.The major purpose of this study is to analyze the effects of employment status and poverty experience on the poverty transition. In order to do that, this study uses three year data of Korean Labor and Income Panel Study(KLIPS, 1999-2000). Estimate of poverty rate found on the official and absolute poverty line of 2001 is 15.1%, which should hardly be surprising. Statistically significant variables that affect to the exit of poverty based on the logistic regression analysis are marital status(+), number of family members(-), poverty experience(-), and employment status(-). And variables that affect to the entry of poverty are age(-), education level(-), health status(-), poverty experience(+), and employment status(+). Especially, families headed by non-standard workers and unemployed have higher probabilities to become the poor than families headed by standard workers. And, families who have experienced the poor in the past have higher probabilities to become poor again. The results of analysis suggest that future anti-poverty policy in Korea should be more related with the work-related programs and active labor market policy. Moreover, government should provide more systematic and long-term assistant to families who may be unable to maintain their status as an out of poverty.
