In the early Chosun Dynasty, Segok(a tax grain) was paid from Jochang(a tax grain granary) to Seoul by Jounjae(a government transportation). However, in the sixteenth century, with the falldown Jounjae, sea-side villages were directly forced to pay a tax grain by rent ships. As a result, in Soon-cheon, JeonRa providence, they founded Jochang at the port, and at first they leased Jito-sun and later they leased Dogam-sun, Gyeonggang-sun to pay a tax grain.
Haechang(a seaside granary) was at a huge harbor in which more than ten ships were anchored and more than hundred sailors stayed and which was actively used by fishing ships and commercial ships. In addition, Haechang playing a role as a center of land transportation had a very successful market, which was regularly held every some days. That’s why in Haechang many rich people came to trade goods, and they often had a party with the women who were engaged in entertainment and prostitution.
