Korea is forced to find out a new industrial development path and new policy measures to continue economic growth, because of the change not only in the field of international environment and the regulation rules, but also in the structure and competitiveness of Korea's industry. And nowadays there seems to be a convergence toward the competition policy and the technology policy in almost every country as far as the government's attitudes vis-a-vis the industrial sector are concerned. Nevertheless it is widely accepted as a fait accompli that every country applies an industrial policy, but that the characteristics and measures are different and changing.
In this paper we tried to identify the continuity in the authorities' concerns over their industries and to analyse the evolution of the industrial policy measures through the experiences in France and EU. We found that France had used very systematically the industrial policies according to her industry's actual status and tasks, in order to make their industry competitive first in the arena of Europe and later in the world market. In the EU's attitude toward the european industry, we could not identify the perfect transition from the vertical industrial policy toward the pure competition policy.
Understanding the continuity of the government's concern over the industrial development and the evolution of the industrial policy measures will give some lessons in preparing the future industrial development strategies in Korea: a more comprehensive policy stance is needed; policy measures should be changed according to the industry's confronted situation; the domain of industrial policy should be expanded from national economy to larger regional economic bodies.
