In order to surmount the problems expected of an autonomous police system, it is deemed necessary to establish a command system for coordination and cooperation between national and local polices, and simultaneously, assure the police of independent investigation activities and enhance the quality of policemen, In addition, because there may be some differences of authority, responsibility and budget between local self-governing administrations and local autonomous police, there may arise some conflict between them. Moreover, as it is feared that local politicians interventions in local police may increase, the relationship between both parties needs to be determined cleary. In consideration of professionalism of the police, metropolitan and provincial police administrators should be nominated by the central police administrator to be appointed by municipal or provincial police committees, and the metropolitan and provincial police administrators should be authorized to appoint the superintendents of police stations. Of course, municipal or provincial police committees should be mandated to check municipal or provincial councils in favor of local police administrators.
In addition, it is also necessary to reasonably divide the authority between national and local polices, promote cooperation between them, encourage people's control and participation and establish a horizontal cooperative relationship between prosecutors and police. Lastly, it is hoped that a local autonomous and police system will be established earlier.
